Ms. Nguyen Linh (Hanoi) has registered a business household with industry code 8559 and has 2 classes with 3-4 students, and was asked by parents to tutor her to take the Cambridge certificate exam (outside program of the Ministry of Education and Training).
Ms. Linh asked if she had to apply for a business license from the Department of Education and Training?

Circular No. 29/2024/TT-BGDĐT dated December 30, 2024 stipulating tutoring and extra classes and Circular No. 19/2026/TT-BGDĐT dated March 31, 2026 amending and supplementing Circular No. 29/2024/TT-BGDĐT have stipulated that organizations or individuals organizing extra classes and extra classes outside the school with collecting money from students must register for business according to the provisions of law. The 2026 high school graduation exam takes place on June 11 and 12. In Ho Chi Minh City, the Department of Education and Training (GDĐT) said that the preparation of facilities and equipment at exam sites is being implemented according to the requirements of the 2026 High School Graduation Exam Regulations.
Exam sites are arranged with exam rooms with a maximum of 24 candidates/room. The minimum distance between two candidates sitting next to each other horizontally is 1.2m. Each exam site must also arrange an entrance lounge, an exit lounge and an area for personal belongings of candidates at least 25m away from the exam room.
For security work, the exam paper and exam paper storage room must be equipped with separate cabinets, locked and sealed according to regulations.
