Deputy Minister of Education and Training admitted that there is still a phenomenon of overcharging, from voluntary to mandatory
At the regular Government press conference in September, the press raised questions about the recurrent situation of overcharging for many years, voluntary socialized contributions are still distorted into mandatory contributions.
Responding to this issue, Deputy Minister of Education and Training (MOET) Le Tan Dung affirmed that recently, the Ministry of Education and Training, as well as authorities at all levels, have issued many documents to rectify and remind the situation of overcharging at educational institutions across the country, in many different forms.
The Ministry of Education and Training has issued many documents directing and rectifying the situation of overcharging in educational institutions nationwide, especially in the 2025-2026 school year with document No. 5542 dated September 12, 2025 sent to ministries, branches, localities and educational institutions on implementing tuition, exemption and collection policies in accordance with Decree 238 of 2025 of the Government. The Ministry affirmed that it is strictly forbidden for educational institutions to arbitrarily set up fees contrary to regulations or beyond the authority of the management agency.

Arrange and merge general schools, transfer teachers from places with surplus to places with shortage
The Ministry of Education and Training (MOET) has just issued Official Letter 6165/BGDDT-GDPT guiding the arrangement and reorganization of the network of preschool, general education and continuing education institutions in accordance with the 2-level local government model.
Accordingly, only merge schools and school locations within a commune-level administrative unit, prioritize the retention of schools with favorable conditions and dissolve individual schools that do not meet the minimum material standards. The main schools must be fully prepared with facilities before the merger.

With a shortage of nearly 2,000 positions, Can Tho adds contract teachers while waiting for recruitment
The Department of Education and Training of Can Tho City said that in the 2025-2026 school year, 2 sessions/day will be taught to 100% of primary schools, while secondary and high schools will depend on facilities and teaching staff. The city currently lacks a total of 2,519 teachers compared to the norm, of which the largest shortage is in preschool and primary school. To ensure 2 teaching sessions/day, the Department will continue to review the payroll, submit to competent authorities for approval, and at the same time recruit additional teachers.
While waiting for official recruitment, the Can Tho Education sector continues to direct units to sign contracts with teachers to ensure adequate teaching human resources. Each school will also survey and assign appropriate teachers, even invite additional outside lecturers to teach skills subjects. The City People's Committee also issued a directive assigning the Department of Education and Training to proactively transfer and rotate teachers, mobilize resources such as artisans and foreign volunteers to participate in education to overcome the local surplus and shortage of teachers.
