Minister of Education and Training Nguyen Kim Son emphasized the policy of rearranging educational institutions in the coming time at the 2025 Higher Education Conference held on September 18.
Minister of Education and Training Nguyen Kim Son said that the education sector is facing many problems and many changes, including preparing for a major reorganization of educational institutions.

However, this is also an opportunity, a transportation time, an important breakthrough. If we do not promptly grasp and promote the advantage, we will miss the rhythm. Therefore, the thinking that needs to be set at this time is how not to miss opportunities, take advantage of opportunities, and fulfill the mission of developing higher education.
"If we do not seize opportunities and strength, it means we are at fault" - the Minister emphasized.
For the university sector, the Minister said that after the major reorganization, there will be units that are designated, not selected for integration or restructuring.
"There will be scenarios for each educational institution, so that there is the best personnel plan. The Ministry of Education and Training is proposing that for each certain case, personnel will be assigned.
The Minister said that the Ministry will develop a plan and report to the Prime Minister on this policy. The restructuring of the arrangement will be carried out with a high spirit of determination.
Regarding how educational institutions will have to be arranged to reduce focal points, the Minister said that for non-public schools, they will solve it themselves, educational institutions of the police and military sectors will follow the ministries and branches. After deducting these figures, there are currently a total of about 140 public universities.
"We will not announce how much or how many percentage will be reduced, but it will certainly be greatly reduced in the coming time. There will be many options. Maybe schools under the management of the Central Government will be managed by localities. Maybe schools in the local sector will join the Central sector.
Maybe central schools will join together or some schools will disband if the scale is too small and the standards are not met. In particular, schools close to each other in the field will join to overcome the situation of small and underdeveloped fragility" - Minister Nguyen Kim Son said and added that the Ministry's Steering Committee has made a plan, reported to the Prime Minister for implementation.
The Minister said that, similar to the rearrangement of provinces and cities, the rearrangement of educational institutions must certainly be carried out, that is an order, there is no need to ask the question "should it or not".
The head of the Education sector affirmed that this policy is to make schools stronger, not the core to reduce focal points.
"Some schools are not even big schools, geopolitically, the geographical location is still retained to force schools to "grow up" as quickly as possible" - the Minister said and said that, with many new policies in education that have just been issued, there are certainly many worries and confusion because the industry is facing many changes.
He also called on teachers to think together on how to develop their units, and prepare schools to be able to "be happy in all situations".
