On September 19, reflecting to reporters of Lao Dong Newspaper, some teachers of Nam Can Boarding Primary and Secondary School for Ethnic Minorities (Nghe An) said that their allowances for the border area were cut when they were seconded to another school; after receiving the decision to second them from Nam Can Boarding Primary and Secondary Boarding Primary and Secondary School for Ethnic Minorities to Bao Thang Boarding Primary and Secondary School, the special allowance of 50% (applicable to the border area) was cut.
Teachers said that this is not in accordance with the Decision dated September 4, 2025 of the Nghe An Department of Education and Training, which clearly stated: "The unit sending civil servants to secondment is responsible for ensuring salaries and allowances (if any)".
Responding to the above issue, the Principal of Nam Can Lam Ethnic Boarding School and Secondary School Nguyen Ngoc cited Document No. 2677/SGDDT-TCCB dated September 15, 2025 of the Nghe An Department of Education and Training, which stipulates:
During the period of secondment, the public service unit where the seconded civil servant is responsible for ensuring the salary and other benefits of the civil servant.
Officials who are seconded to mountainous areas, border areas, islands, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions will enjoy support policies according to regulations. If the receiving unit has a special policy, civil servants will also enjoy this additional policy.
Mr. Ngoc affirmed that, based on Circular No. 09/2005/TT-BNV and Decree No. 76/2019/ND-CP, regional allowances (including border and island allowances) are an amount associated with the actual working area, not a fixed allowance.
Therefore, when teachers no longer work directly in border areas (including secondment), they are not eligible for this allowance.
The school must comply with the provisions of the law, cannot do anything wrong, I hope teachers understand and share said Mr. Lam Nguyen Ngoc.
A representative of the Nghe An Department of Education and Training also said that the above answer is correct. "Rural allowances are only paid to people who directly work in that area. On the contrary, teachers from disadvantaged areas sent to special areas are still entitled to special area allowances, I hope teachers understand to comply with the regulations - this person emphasized.
