Ms. Thi Huynh (Tay Ninh) asked, teachers won the town-level teaching competition, won 2 town-level initiatives in the same school year, the evaluation of officials in this school year and the previous school year all completed their tasks excellently.
Ms. Thi Huynh asked: "Can an evaluation of an employee who has completed his/her tasks excellently this school year along with a certificate of winning a teaching contest at the town level be used to consider the title of Emulation Fighter at the grassroots level this school year?
In addition, can the 2 initiatives achieved in this school year along with 2 notices of evaluation of civil servants who have completed their tasks excellently in this school year and the previous school year be used to consider the award of a certificate of merit by the Provincial People's Committee?
Responding to Ms. Thi Huynh's question, the Ministry of Education and Training said:
At Point d, Clause 1, Article 74 of the Law on Emulation and Commendation, one of the criteria for awarding or posthumously awarding a Certificate of Merit from the Ministry, Department, Branch, or Province to an individual is as follows: "Having been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or having been recognized for excellent performance of tasks for 2 consecutive years or more, during which time 02 initiatives have been recognized and effectively applied within the grassroots level or 02 scientific topics, scientific projects, scientific and technological works have been accepted and effectively applied within the grassroots level".
According to the above regulations, in case the title of Emulation Fighter at the grassroots level is considered for individuals who "meet the standards for the title of Advanced Worker and have initiatives recognized by the grassroots level or have scientific topics, scientific projects, scientific and technological works that have been accepted", in addition to the 2 initiatives/scientific topics used to consider awarding the title of Emulation Fighter at the grassroots level, there must be 2 more initiatives that have been recognized and effectively applied within the grassroots level or 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level to be eligible to be proposed for consideration for a Certificate of Merit from the Ministry, Department, Branch, or Province.
In case the title of Emulation Fighter at the grassroots level is considered for individuals who "meet the standards of the title of Advanced Worker and excellently complete their tasks", they must have 2 initiatives that have been recognized and effectively applied within the grassroots level or 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level to be eligible to be proposed for a Certificate of Merit from the Ministry, Department, Branch, or Province.
