Accordingly, this allowance is only implemented when the units complete the approval documents on time.
Pursuant to Clause 4 of Official Dispatch 1678, the Department of Education and Training of Ho Chi Minh City clearly provides instructions on the time to submit documents:
For units approved by the Department of Education and Training for preferential allowances: the dossier must be submitted to the Department of Organization and Personnel, Department of Education and Training before September 15 every year.
For units directly approved by the Head of the unit: after completion, the Head of the unit must report to the Department of Organization and Personnel, Department of Education and Training before September 30 every year.
Thus, to ensure their rights, teachers need to closely monitor the process and deadline for submitting documents of their units. Late payment or not in accordance with regulations can directly affect the enjoyment of preferential allowances from August 22, 2025 according to Official Letter 1678.

Specialized schools/units: Teachers teaching specialized classes, schools/classes for the disabled, and ethnic boarding schools receive a 70% allowance; teachers teaching at sports talent schools receive 50%; teachers teaching non-specialized classes of specialized schools receive 30%.
The school does not specialize but has specialized classes: Teachers teaching specialized subjects of specialized classes receive 70%; teachers teaching non-specialized classes receive 30%.
kindergartens, junior high schools, high schools, continuing education centers, vocational education... Preschool teachers receive 35%; teachers at all levels and centers receive the remaining 30%.
