The Ministry of Education and Training is drafting a Draft Decree regulating salary policies, allowances, support and attraction policies for teachers. The Decree is expected to take effect from 2026.
Teachers who graduate from a good grade or higher in key and essential fields will receive a special allowance of up to 150% of their current salary. This is a notable content in Article 11 of the Draft Decree on salary policy, allowance regime and attraction and promotion policies for teachers that are being discussed for comments.
According to the draft, the attraction and promotion policy is applied in many cases, including: talented people according to Government regulations; people with special talents in culture, arts, and sports; volunteers teaching in particularly difficult areas; ethnic minorities with very few volunteers teaching in the locality... Notably, the group of teachers who have graduated well or better in key fields, essential according to the needs of socio-economic development are also eligible for this incentive.
Specifically, teachers in this group will be admitted to the industry in a special form. After the decision to receive them is made, they will receive an allowance of 150% of their current salary. The long period of enjoyment throughout the training period is also identified as a key and essential industry in the teacher development strategy.
In addition, the Draft also stipulates that teachers who are ethnic minorities with very few people, volunteering to teach at educational institutions in the same ethnic group, will also receive an allowance of 150% of their current salary for a period of 5 years.
According to regulations, in 02 special cases, teachers are entitled to 150% of their current salary, which is the main allowance level, including:
- Teachers who are graduated from a good or higher level in key majors, essential according to the needs of socio-economic development according to the strategy, project, and development plan for the teaching staff approved by competent authorities.
- Ethnic minorities on the list of ethnic minorities are very few people according to the Prime Minister's regulations who volunteer to work at educational institutions in ethnic minority areas with very few people.
Thus, teachers who are graduates from a good or higher level in key and essential fields according to the needs of socio-economic development according to the strategy, project, and plan for developing the teaching staff approved by competent authorities will receive a subsidy of 150% of their current salary.
