Circular No. 29 of the Ministry of Education and Training regulating extra teaching and learning will officially take effect from February 14.
According to regulations, teachers are not allowed to teach extra classes outside of school for money to students they are teaching at school.
Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.
The Circular also stipulates that individuals and organizations wishing to teach must register their business.
According to Lao Dong, many traditional extra-curricular classes outside of school (teachers open classes at home or rent locations) have temporarily stopped operating.
This has left many teachers and students worried. Many teachers are looking for ways to continue tutoring, while many students are also "running around" to find new places to study, especially seniors.
Speaking with Lao Dong, Ms. Nguyen Thi Song Tra - Director of TH Education and Training Company Limited (Go Vap District) - said that in recent days the center has received many requests from teachers at schools in the area about signing extra teaching contracts.
According to Ms. Tra, many teachers came to ask about renting rooms at the center to open extra classes or came to find out if they could work with them to legalize their extra teaching.
"I refuse all of the above requests because they are not in accordance with the regulations in Circular 29 or may affect the center later if these teachers violate the regulations.
As for teachers who come to learn about signing a teaching contract at the center, in addition to meeting the criteria of capacity, teaching program of the unit, and based on the number of classes and enrollment level, teachers must go through an interview and trial teaching process. If they meet the requirements, we will sign the contract", Ms. Tra shared.
Ms. Tra added that to avoid violating the regulations of teachers teaching their regular students, the center also requires teachers to sign a commitment not to teach regular students.
Similarly, at another tutoring center in Go Vap district, the center owner said that he also received many requests from teachers. Many teachers asked to rent rooms to teach extra classes and then split the money. Teachers received 70% and the center received 30%.
"Basically, I refused everything, because the center currently has no need to recruit more teachers, and renting rooms for teachers to teach could cause many consequences, because I cannot control the students, and could violate the regulations for teachers to teach regular students," he said.
The center's owner also said that the number of students applying to study has also increased significantly. "Most of the students studying at my center started studying here in June 2024, so I cannot accept more students because I am afraid that the class will be too crowded, affecting the quality of teaching," he said.
Speaking with Lao Dong on the afternoon of February 12, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City - said that the department is still drafting and advising the People's Committee of Ho Chi Minh City to soon issue a detailed document guiding extra teaching and learning.
Mr. Minh said that according to Circular 29 on extra teaching and learning of the Ministry of Education and Training, public school teachers are not allowed to participate in the management and operation of extra teaching outside of school. Thus, the regulation does not prohibit teachers from giving extra teaching but they must comply with the regulations.
Teachers are only allowed to teach at registered business locations (business households, tutoring centers) licensed by the Department of Planning and Investment or the People's Committee of Thu Duc City, districts and towns.
In case the teacher has facilities and conditions that allow individuals or organizations to register for extra teaching and learning business to rent out, the teacher is allowed to teach at this center like other centers.
"The viewpoint of the Ho Chi Minh City Department of Education and Training is to resolutely implement Circular 29, without leniency or sympathy. This is a regulation that benefits students, contributing to ending the situation of forcing students to take extra classes," said Mr. Minh.
