On February 12, a source from Lao Dong Newspaper said that the Department of Education and Training of Quang Binh province is drafting a proposal to consult with units to advise the Provincial People's Committee on the implementation of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training, and at the same time propose additional regulations to effectively manage extra teaching and learning activities.
According to the proposal, the District People's Committee is responsible for arranging and allocating funds from the budget to support extra teaching and learning activities in schools, and periodically reporting to the Provincial People's Committee and the Department of Education and Training.
The People's Committee at the commune level has the responsibility to propagate and raise awareness among people about the correct implementation of regulations on extra teaching and learning, as well as implementing the reporting regime to the district level and the Department of Education and Training.
On the part of the Department of Education and Training, this unit will advise the Provincial People's Committee on the management and implementation of regulations on extra teaching and learning. The Department also coordinates with relevant agencies to propose funding arrangements from the state budget, ensuring compliance with legal regulations.
In addition, departments, branches, sectors and organizations are also assigned to preside over and coordinate with relevant agencies to manage extra teaching and learning activities within their scope of management. These units will advise the district-level People's Committee on budget allocation and implementation of reporting regimes as required.
According to the proposal, after registering their business, tutoring establishments must report to the Department of Education and Training (if teaching junior high school students) or the Department of Education and Training (if teaching high school students) for monitoring and inspection.
In case a tutoring facility temporarily suspends or terminates its operations, it must comply with legal regulations and publicly notify teachers and students.
Quang Binh Department of Education and Training proposed that for extra teaching and learning in schools, the remuneration for teachers directly teaching extra lessons and costs related to extra teaching and learning must be stipulated in the internal spending regulations of the unit.
This source of funding must be managed and used in accordance with the provisions of the law on finance, budget, accounting and related regulations.
In order to ensure proper implementation of regulations, the Department of Education and Training of Quang Binh province proposed to coordinate with relevant agencies to organize inspections and examinations of extra teaching and learning activities in the province.
In case of violations, the Department will handle them according to its authority or propose competent authorities to consider handling them according to regulations.
