Mr. Huynh Tuan Kiet (Gia Lai) is a Chemistry teacher at a high school. Because of the lack of Chemistry lessons, he was assigned to teach Experiential Activities and career guidance according to blocks.
Each block calculates 9 periods for 3 teachers to teach while Mr. Kiet's school has 17 classes, so instead of 51 periods/week (17 x 3), the hour is calculated for each block to be 27 periods (9 x 3), leading to teachers teaching very few periods, having to concurrently do many other tasks such as printing and copying exam papers, and teaching duties. Mr. Kiet asked, is the school's assignment correct?

Regarding this issue, the Ministry of Education and Training answers as follows:
According to the 2018 General Education Program, Experiential Activities and Experiential Activities, career guidance are organized flexibly inside and outside the classroom, inside and outside the school, can be implemented on a group, class, grade level or school-wide scale, with the main types of activities including: Flag activities, Class activities, thematic educational activities and club activities.
In addition, according to the provisions of point c, clause 2, Article 13 of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training stipulating the working regime for general education teachers and university preparatory teachers, in case teachers teach Experiential activities, career guidance organized by the school according to the scale of grades or the scale of the whole school, have a lesson plan or teaching plan or report outline, then 1 hour of direct teaching (or online teaching) is calculated as 1.5 norm hours.
Based on the above regulations, the school's organization of Experiential Activities and Career Guidance according to the scale of the block or the scale of the whole school is consistent with the 2018 General Education Program. However, the calculation of teaching hours and conversion of normized hours need to be implemented in accordance with the provisions of Circular No. 05/2025/TT-BGDĐT.
The Ministry of Education and Training requests Mr. Huynh Tan Kiet to exchange and directly reflect with the school principal for consideration, explanation and implementation according to the assigned authority.
