Article 42 of the Law on Teachers (effective from January 1, 2026) stipulates that teachers continue to enjoy teacher seniority allowances until salary policy reform is implemented for cadres, civil servants, public employees, people's armed forces and employees in enterprises.
Therefore, currently teachers are still enjoying seniority allowances. This is an additional monthly income, showing recognition of the contributions of the teaching staff. Over the past time, seniority allowances have always been a question of concern to many teachers, including the calculation method, calculation time, beneficiaries,... Among them, there is a question from Mr. N.T.D sent to the Ministry of Education and Training.

Mr. D said that before being recruited, civil servants had a period of working time with compulsory social insurance contributions in the industry and fields to be recruited, doing professional work suitable to the requirements of the job position, which is 1 year and 1 month.
The date he was recruited was September 1, 2020. The date he was appointed to a professional title and ranked salary was also September 1, 2020 (he was exempted from probation).
Mr. D asked which day/month/year he started receiving 5% of the seniority of teachers.
Regarding this content, the Ministry of Education and Training said that the seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government.
Accordingly, the time used as the basis for calculating the seniority allowance for teachers is the total periods of time teachers participate in teaching and educating with compulsory social insurance contributions at public educational institutions or non-public educational institutions.
Based on the information provided by Mr. D, before being recruited as a civil servant, he had 1 year and 1 month of work with compulsory social insurance contributions in the industry and field suitable for the job position; in case during this time the teacher participates in teaching and educating and has compulsory social insurance contributions at public or non-public educational institutions, that time is accumulated to calculate and enjoy the seniority allowance for teachers.
Mr. D was recruited, appointed to professional titles and ranked salary from September 1, 2020 and was exempted from probation, so the working time to calculate the seniority allowance for teachers is determined continuously on the basis of adding up the above-mentioned eligible periods; when the total time of participation in teaching and education with compulsory social insurance contributions of the teacher is 5 years (60 months), the teacher is eligible to receive the seniority allowance for teachers at a rate of 5% as prescribed.
