In July 2026, the Department of Education and Training of Khanh Hoa province responded to teachers regarding whether teachers with English University degrees must supplement foreign language certificates or not.
Accordingly, secondary school English teachers with English University degrees reflected concerns about whether to supplement the level 4 foreign language certificate (B2) according to regulations or not.
According to this teacher, the school - where this person is working, believes that Decree 222/2025/ND-CP does not apply to English teachers.
The teacher said that she graduated from the University of English Education and said that according to Article 5, Clause 1, Point c of Decree 222/2025/ND-CP, she is exempt from the B2 certificate.
However, the school board of directors believes that this regulation does not apply to English teachers.
Answering the reflected content, the Department of Education and Training said that teachers with English University degrees are trained according to the output standards of the training program.
This subject is consistent with the regulations on professional title standards for secondary school teachers of the Ministry of Education and Training, not applied according to Decree 222/2025/ND-CP.
According to the Department of Education and Training, Decree 222/2025/ND-CP only applies to teaching other subjects in foreign languages.
Such as teaching Math in English, it is not applied to consider exemption or reduction of standards for teachers teaching English.
For primary and secondary school English teachers, meeting professional title standards is implemented according to Circulars of the Ministry of Education and Training.
According to regulations on professional title standards for teachers, foreign language teachers must achieve level 4 foreign language proficiency according to the 6-level foreign language proficiency framework used for Vietnam.
However, for teachers who have graduated from the University of English Education or graduated from a university majoring in English and have a certificate of pedagogical professional development, the output standards of the training program have met the requirements for foreign language proficiency.
Therefore, the English Pedagogy University degree is considered proof of sufficient language proficiency to teach the 2018 General Education Program without necessarily having to submit an additional independent B2 certificate.
Except in cases where the locality or school requests review and synchronization of dossiers.
The requirement to supplement B2 certificates or independent foreign language certificates in some cases is mainly to serve the work of reviewing civil servant records, planning or synchronizing certificates according to local foreign language projects.
