According to the investigation of Lao Dong Newspaper reporters, currently, in Ha Tinh, there are inadequacies in the situation of local surplus and shortage of teachers between schools and regions. In which, many schools in the northern area and the center of Ha Tinh city (old) have surplus teachers; conversely, some schools in the southern area and schools in difficult areas are lacking.
In particular, dozens of teachers have completed the time of transfer and assignment but have not yet been arranged to return to their old schools. This affects their rights and lives, causing frustration for many teachers.
Many teachers proposed that competent authorities soon resolve the issue thoroughly, arrange for them to return to their old units to work near their homes, conveniently take care of their families and feel secure in their work and teaching.
In which, in Huong Khe district (old), 68 teachers have completed the mobilization and assignment period from 2025 but have not been resolved or assigned back to their old units to date.
Talking to a reporter of Lao Dong Newspaper, Mr. Bui Nhan Sam - Director of the Department of Education and Training of Ha Tinh province - said that the department is currently reviewing, for teachers who have expired their mobilization and assignment periods, if they wish to continue to work, they will be encouraged and meet their wishes.
In case teachers want to return to their old schools after the transfer period has expired, they will be resolved according to their wishes or allowed to return to a school near their home, as suitable as possible. For teachers who have not expired the transfer and assignment period, they must continue to work until the expiration period as prescribed.
The Department is trying to advise to complete the settlement for teachers who have expired the mobilization and assignment period to return to their old schools before the new school year 2026 - 2027" - Mr. Bui Nhan Sam shared.
The Director of the Department of Education and Training of Ha Tinh province admitted that this situation has existed for quite a long time and there are many difficulties in overcoming it.
According to Mr. Sam, the department is developing a draft regulation to advise the Provincial People's Committee on the implementation of mobilization, transfer and implementation of the policy of sending teachers to ensure balance between surplus and shortage.
The Department also advised in the direction of requesting the People's Committees of communes and wards to implement teacher transfers between schools in the area to balance between surplus and shortage areas.
In case after implementing mobilization, transfer, and assignment, there is still a shortage of teachers, the department will advise in the direction of initially organizing the signing of contracts with teachers, then if there is a large shortage, it will advise on organizing the recruitment of more teachers to meet the needs to perform teaching tasks well, meet the learning needs of students and ensure the quality of education" - Mr. Bui Nhan Sam shared.
