The Ministry of Education and Training has just announced Circular No. 06/2026/TT-BGDDT promulgating the Enrollment Regulations for training majors at the university level and preschool education majors at the college level with many notable adjustments. In which, the regulation that candidates are only allowed to register a maximum of 15 aspirations is considered a change that has a major impact on the admission strategy.
According to the Ministry of Education and Training, limiting the number of aspirations forces candidates to consider more carefully, because if the choice is unreasonable, it can lead to failure to be admitted or being admitted to a major or school that is not as desired.
Discussing this content, Mr. Pham Thai Son - Director of the Admissions Center of Ho Chi Minh City University of Industry and Trade, said that when the number of aspirations is controlled, each choice is decisive.
15 aspirations are 15 opportunities. If the arrangement is not strategic, the possibility of falling into poverty is entirely possible," Mr. Son said.
According to Mr. Son, the most important factor is that candidates need to properly assess their actual abilities, from exam scores, academic performance, strengths in admission combinations to priority factors.
Mr. Son said that there is currently a situation where many candidates tend to chase after industries that are of interest such as artificial intelligence, digital economy, economic law, logistics... without fully considering the appropriate level.
Regarding registration techniques, Mr. Pham Thai Son proposed that candidates divide 15 aspirations into 3 groups: dream group - higher than expected scores; suitable group - close to scores and abilities, playing a leading role and safe group - lower than expected scores to limit risks.
In particular, Mr. Son emphasized that the order of aspirations is decisive, especially aspiration 1. "Volunteer 1 is not for "beautiful application", but must be the major and school that candidates desire most and have the highest chance of admission. The system does not have a mechanism for admission and then changing aspirations," Mr. Son noted.
In fact, in the 2025 enrollment season, enrollment experts also advise candidates not to register too many aspirations but to pay more attention to how to set strategic aspirations.
According to statistics from the Ministry of Education and Training, the 2025 university entrance exam has about 852,000 candidates registered for admission with 7.6 million aspirations. Of which, nearly 40% of candidates registered from 5 aspirations or less, nearly 31% registered from over 5 to 10 aspirations, and the rest registered over 10 aspirations.
