The Ministry of Education and Training (MOET) has just posted the Draft University Admissions Regulations 2026 on the Ministry's Electronic Information Portal to collect comments from training institutions, experts and society before promulgation.
The draft Regulation is updated and adjusted according to the principles: Ensuring fairness, objectivity, and transparency; having an appropriate adjustment roadmap; ensuring the rights of candidates; improving input quality; reducing costs and saving for society; reducing social pressure; overcoming existing inadequacies; towards stability and sustainability of enrollment work.
The main contents adjusted in the Draft University Admissions Regulations 2026 include:

First, for the method of admission based on high school academic results (backbook): The admission combination uses the common average score of academic results of 6 semesters (10th grade, 11th grade and 12th grade) of at least 3 subjects, in which it is mandatory to have Mathematics or Literature, with a weight for calculating admission scores not lower than 1/3 of the total score according to the 30-point scale. The source of admission for this method is candidates with a total score of 3 high school graduation exam subjects corresponding to the admission combination (or exam scores of Mathematics, Literature and another subject) reaching at least 16 points according to the 30-point scale. This regulation does not apply to candidates who are specially admitted or exempted from the high school graduation exam.
Second, each training institution is allowed to use a maximum of 5 admission methods (including exams, admissions or combinations of exams and admissions), excluding direct admission methods.
Third, bonus points in admission include: Bonus points for candidates who win national excellent student awards, international olympic prizes (but not used for direct admission); bonus points for candidates with achievements or special talents; bonus points for candidates with foreign language certificates or international certificates (if any), a maximum of 3 points on a 30-point scale. The component score of each type of bonus point (bonus points, bonus points) is a maximum of 1.5 points on a 30-point scale.
Fourth, the admission combination using the results of the high school graduation exam subjects for admission must have at least 03 subjects suitable to the characteristics and input requirements of the training program, in which it is mandatory to have Mathematics or Literature, with a weighting score calculation not lower than 1/3 of the total score according to the 30-point scale.
Fifth, for admission combinations using the results of high school graduation exam subjects using foreign language certificates (applied to cases exempted from high school graduation exams according to the current High School Graduation Exam Regulations), training institutions are allowed to convert foreign language certificate results into foreign language subject scores according to score intervals, implemented according to the guidance of the Ministry of Education and Training.
Sixth, candidates are allowed to register a maximum of 10 aspirations for training programs of different training institutions, but must arrange aspirations in priority order from high to low. For teacher training programs, only candidates registered in aspirations with the order from 01 to 03 are considered for admission.
Seventh, supplementing the subjects of university admission including students currently studying vocational secondary school according to the provisions of the Law on Vocational Education (amended).
Eighth, adding the condition that the total score of 3 high school graduation exam subjects according to the admission combination (or using exam scores of Math, Literature and another exam subject) must reach 20 points or higher for candidates using academic results for admission to majors that the Ministries coordinate to stipulate the entrance threshold.
