Hanoi City People's Committee has just issued Decision No. 54/2026/QD-UBND regulating high-quality educational institutions in the city.
At each level of education, in addition to requirements for facilities and programs, the city sets criteria for the team of management officials, teachers, and staff.
Principals and vice-principals of high-quality kindergartens, primary schools, and high schools must meet the standards and conditions for titles according to current regulations.

In addition, at each level of education, there will be additional standards for principals and vice principals.
Specifically, for high-quality kindergartens, the city requires principals to be evaluated and ranked at a fairly good level or higher according to the standards of preschool education principals; have a bachelor's degree in preschool pedagogy or higher; strive for at least 30% of management staff to have a master's degree in preschool education or education management or higher; organize the implementation of a high-quality education program associated with the goal of improving the quality of child care, nurturing and education; organize and manage schools in a high-quality direction; apply information technology in management and administration; use foreign languages in communication and professional cooperation in accordance with job requirements.
Similarly, for high-quality primary schools, principals are evaluated and classified as meeting good standards according to the standards of principals of general education institutions; striving for at least 65% of management staff to achieve training qualifications above the current regulations; organizing and managing schools in a high-quality direction; applying information technology and digital transformation in management and administration; using foreign languages in communication and professional cooperation in accordance with job requirements.
For high-quality high schools, principals are evaluated and ranked as meeting good standards according to the standards of principals of general education institutions; striving for at least 65% of management staff to achieve training qualifications above current regulations; organizing and managing schools in a high-quality direction; applying information technology and digital transformation in management and administration; using foreign languages in communication and professional cooperation in accordance with job position requirements.
