The Ministry of Education and Training has just announced a draft Decree detailing a number of articles of the Law on Vocational Education to collect comments.
The Law on Vocational Education has clarified the position and role of vocational teachers in vocational education. The draft Decree clearly stipulates the cases where outstanding contributions to teaching, research, practical guidance and training linkage with enterprises of vocational teachers are rewarded and honored; principles, forms, records, procedures for considering rewards, honors and bonus levels.
Outstanding contributions of vocational teachers are rewarded and honored
According to the draft, vocational teachers are rewarded and honored for their outstanding contributions to teaching, research, practical guidance and training linkage with businesses as follows:

Achieved high efficiency in innovating teaching methods, improving training quality with 100% of learners being able to sign labor contracts by enterprises right after graduation.
Teaching, guiding, and preparing for exams for at least 50 students in a year with a national vocational skills certificate of Level 3 or higher.
Teaching, guiding, and practicing for at least 2 students certified to win prizes at the national vocational skills exam or 1 student certified to win prizes at the international vocational skills exam.
Participating in applied research, publishing at least 2 scientific works in a year in specialized journals or participating in the development of 3 training programs and curriculum included in teaching at vocational training institutions or higher.
Preside over the development of 2 training cooperation models between vocational training institutions and enterprises or transfer 1 technology and production process to enterprises or higher.
A series of preferential policies
The draft stipulates special allowances for integrated teachers, teachers who are professional, people with high professional qualifications in practical teaching, teachers who teach students, students and people with disabilities.
Integrated teachers, teachers who are excellent teachers or higher or those with a national vocational skills certificate of level 4 or higher or 5/6 or 6/7 or higher or equivalent to practical teaching in colleges and secondary schools are entitled to a preferential allowance of 40%.
Teachers teaching in classes with less than 50% of students who are disabled but not schools, classes, centers for people with disabilities, or centers for the development of harmonious education are entitled to a preferential allowance of 50%;
Teachers teaching in classes with 50% of students or more who are disabled but not schools, classes, centers for people with disabilities, or centers for the development of harmonious education are entitled to a preferential allowance of 65%;
Teachers teaching in schools, classrooms, and centers for people with disabilities; harmonious education development centers are entitled to an 85% preferential allowance; a work responsibility allowance of 0.2 compared to the basic salary.
In addition, the draft stipulates the allowance regime for hardship, harm, and danger, applied to teachers who teach practical subjects and teachers who teach both theory and practice in one lesson/ lesson/meal/meal/lesson at the practice room, practice workshop of public vocational training institutions or enterprises, production and business establishments, and services for hardship, harm, and danger sectors and occupations are entitled to hardship, harm, and danger allowances if they have one of the hardship, harm, and danger factors specified in the draft.
The allowance level ranges from 0.1 - 0.4.
