The policy of the Hanoi People's Committee in the first-grade enrollment is to create all favorable conditions to meet the enrollment needs for private educational institutions; focus on counseling and career orientation for students with many solutions to increase the rate of students participating in vocational training, ensuring the effectiveness of post-secondary school orientation.
For enrollment at the beginning of preschool, grade 1, grade 6, it is implemented according to the principles of ensuring safety, objectivity, fairness and seriousness; ensuring comprehensive education goals in the basic education stage and implementing the task of universalizing secondary education.
The enrollment method in the form of admission based on the student's place of residence in the commune or ward creates the most favorable conditions for students.
The enrollment plan for the first grade of the 2026-2027 school year is implemented on the principle of "bringing schools closer to students" by applying GIS digital maps and artificial intelligence AI in ensuring scientific and reasonable enrollment zoning; strengthening the authentication of national population data through the VNelD application to ensure transparency, objectivity, and accuracy.
Specifically for high-quality secondary schools; private schools with the number of registered students exceeding the target: implement the admission method according to the criteria of using academic results, elementary school training results or student competency assessment results in the forms of: question-and-answer, writing, presentation... Based on practical conditions, secondary schools report enrollment plans to submit to the People's Committees of communes and wards for approval.
Communes and wards stipulate the form of student competency assessment (if any) to ensure that enrollment is carried out fairly, objectively, transparently, and in accordance with practical conditions.
