The Hanoi Department of Education and Training has just issued Decision No. 1439 on assigning state budget expenditure estimates for 2026.
The official dispatch clearly states the assignment of the state budget expenditure estimate for 2026, temporarily allocating funds for the last 4 months of 2025 to implement the bonus regime according to the provisions of Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government, with a total amount of 35,375,623,000 VND.
This amount is allocated and temporarily allocated to units using budgets directly under the Department of Education and Training to participate in the pilot ordering of education services for the 2025-2026 school year to self-ensure regular expenditures in 2025.
According to the official dispatch, 121 schools in Hanoi received bonus funds, with funding levels ranging from more than 30 million to 493 million VND.
For many teachers at public educational institutions who ensure regular expenses themselves, the decision to temporarily allocate bonus funds this time is considered a practical and timely encouragement. In the context of increasing professional pressure and still difficult incomes, the implementation of the bonus policy according to Decree 73/2024/ND-CP has created more confidence for the teaching staff.
Previously, the Hanoi People's Committee issued a document to departments, branches and People's Committees of wards and communes on allocating funds to implement the bonus regime according to the provisions of Decree 73/2024/ND-CP.
According to the Hanoi People's Committee, the City has received a report from the Department of Education and Training on the need for funding to implement the bonus regime for public educational institutions that self-ensure regular expenses and are participating in the pilot ordering of educational services using the state budget in the 2025–2026 school year.
To ensure the rights of officials and teachers at the above-mentioned facilities, the City People's Committee agrees in principle with the proposal of the Department of Education and Training, and at the same time directs the temporary allocation of funds from assigned estimates, including: budget revenue and expenditure estimates, administrative and non-business staff, science and technology in 2026. In case the People's Committees of wards and communes cannot balance the source of funds for implementation, the locality summarizes the needs and sends them to the Department of Finance before February 25 for reporting to the City People's Committee for consideration and targeted supplementation according to regulations.
Hanoi City People's Committee requests the Department of Education and Training and People's Committees of wards and communes to review and organize the implementation of the bonus regime to the right beneficiaries and in accordance with regulations; and at the same time carry out financial settlement and finalization according to the State Budget Law and related documents.
