Accordingly, the Hanoi Department of Education and Training said that the fact that schools enroll students exceeding the assigned targets of the previous school year and being administratively sanctioned will be the basis for the Department to consider adjusting, reducing or not assigning enrollment targets for the next school year.
In addition, schools enrolling students if they have not been assigned targets or enroll students exceeding the approved targets must be fully responsible before the law for enrollment violations.

The Hanoi Department of Education and Training will base on records, evidence and the actual situation to consider not assigning enrollment quotas to schools that do not ensure legal conditions on operating locations, fire safety; have prolonged disputes and lawsuits; do not ensure minimum facilities and teaching equipment; do not publicize information, and do not comply with industry regulations.
Hanoi Department of Education and Training also said that for private and semi-public high schools, the determination of enrollment targets must be based on factors including: Facilities conditions, number of classrooms, function rooms, minimum teaching equipment according to the 2018 General Education Program; management staff, full-time and part-time teachers, ensuring proportion and qualifications according to regulations; the scale of classes, number of students must be based on school campus area; number of classrooms, subject classrooms, function rooms according to prescribed standards; conditions to ensure school safety, fire prevention, fire fighting and rescue according to the provisions of law; legal status of operating locations, compliance with regulations on disclosure, tuition finance.
