On October 27, Vice Chairman of Hanoi People's Committee Vu Thu Ha chaired a working group of the city to conduct a surprise inspection of the organization of boarding meals in Quang Oai commune, reviewing the entire process of directing, managing, inspecting and supervising the organization of boarding meals for students in the area.
Before working at the People's Committee of Quang Oai commune, the food safety and hygiene inspection team of the city visited Chu Minh Primary School (Quang Oai commune) to conduct a surprise inspection of the boarding kitchen organization process of this school.
Previously, on October 4, parents of students at Chu Minh Primary School reported that Dao Luong Investment & Trading Joint Stock Company providing food (meat, fish) did not ensure the quality of meals for boarding.
Immediately afterwards, the People's Committee of the commune issued notices on the temporary suspension of the provision of boarding meals; terminated the contract with the above-mentioned boarding meals provider and issued a decision to fine 24 million VND.
In the process of implementing the bidding process to select a replacement supplier, on October 20, Gold Star Vina International Service Company Limited (Tu Liem ward, Hanoi) won the bid package to provide boarding meals for boarding students at Chu Minh Primary School for the 2025-2026 school year.
Today (October 27) is the first day this unit has deployed a boarding meals program for students at this school.

During the inspection, Gold Star Vina Company was initially noted to have good facilities and specialized equipment for processing, processing, tracing input materials, and preserving food according to the process of organizing a collective kitchen at the school's canteen.
The inspection team also guided and reminded the points that need to be completed, including installing insect nets in windows, separating processing and scientific food processing areas, ensuring a better one-way process.
Working at the People's Committee of Quang Oai Commune, Vice Chairman of the People's Committee of Hanoi City Vu Thu Ha emphasized: The People's Committee of Quang Oai Commune in particular, as well as the People's Committees of communes and wards in the Capital in general, need to properly implement Instruction 02/BCD-HD dated July 15, 2025 of the Steering Committee for Food Safety and Hygiene of Hanoi City on instructions for food safety assessment to organize boarding meals for students of public schools in the city in the 2025-2026 school year.
In particular, it is necessary to strictly clarify the criteria and score specifically according to each criterion to select the best units, ensure adequate capacity to perform tasks, and serve as a basis for schools to have a basis for choice.
For suppliers of drinking water and milk, prioritize big, reputable brands, cut intermediaries, aiming to provide the best and most profitable products for students.
Along with that, it is necessary to fulfill the responsibility of local authorities in wards and communes in regular, continuous, surprise inspections, timely detection and handling of points that do not meet requirements. For schools, it is necessary to be public and transparent so that parents and people can effectively monitor.
The city's inspection team noted that the 3-step food inspection in the meals implementation process is extremely important, but in reality, many units have not done it regularly and continuously.
