Ms. N.T.H (Bac Ninh) is a teacher transferred to a new unit on July 16, 2025.
By the end of the year, the unit will pay bonuses to Ms. H. according to Decree 73 for 5 months (August to December 2025). In the first 7 months of the year, the old unit (old school) will pay.
Ms. H. reflected that after that, the old school was announcing the recovery of the 7-month bonus money that the old school had spent and announcing that the bonus money would be paid by the new school.
Ms. H. asked, do you have to return the old school's bonus amount for the first 7 months of the year and is the new school's additional payment for the first 7 months of the year in accordance with regulations?

Regarding this question, the Bac Ninh Department of Home Affairs said that it has Official Dispatch No. 3771/SNV-CCVC dated December 30, 2025 on the implementation of the bonus regime according to Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government.
Accordingly, the implementation of the bonus regime is implemented in 2 forms.
Form 1: Bonus based on unexpected work achievements: Subjects are officials, civil servants, public employees and employees on the payroll of agencies and units.
Form 2: Periodic bonus based on the results of annual assessment and classification of task completion level. Subjects are cadres, civil servants, public employees and employees on the payroll of agencies and units.
For form 2, it is only implemented once a year at the end of the year (after the agency or unit assesses and ranks CBCCVC, NLD at the end of the year). Bonus levels are specified by the agency or unit in the implementation regulations.
Therefore, if cadres, civil servants, public employees, and workers in the year are rotated, transferred, or transferred from this agency or unit to another agency or unit, they will be on the payroll at the end of the year and be evaluated and ranked at which agency or unit, then they will be considered for bonuses at that agency or unit.
In case at the end of the year, officials, civil servants, public employees, and employees are not on the annual assessment and ranking list and are not on the salary payment list of agencies and units, bonuses will not be implemented (such as retirement, resignation...).
Specifically for teachers, based on the evaluation and classification results of the previous school year and the evaluation results of the task implementation situation at the beginning of the new school year up to December each year to serve as a basis for evaluating and classifying cadres and teachers who implement bonuses according to Decree No. 73/2024/ND-CP.
The school principal issued a Decision on evaluating and ranking teachers to implement the bonus regime according to Decree No. 73/2024/ND-CP.
Regarding the bonus fund, the document of the Bac Ninh Department of Home Affairs clearly states: Based on the above regulations, agencies and units determine that the bonus fund is equal to 10% of the total salary fund (excluding allowances) according to positions, titles, ranks, and ranks of subjects in the salary list of agencies and units. Based on this bonus fund, agencies and units build bonus levels for officials, civil servants, public employees and employees in the salary list according to regulations. By the end of January 31 of the following year, if the agency or unit does not use up the bonus fund of the year, it is not allowed to transfer the source to the bonus fund of the following year.
The Department of Home Affairs also requested Ms. H to contact the People's Committee of the commune or ward or the Department of Education and Training under their authority or the Department of Civil Servants and Public Employees of the Department of Home Affairs for specific guidance.
