On December 31st, Lao Dong Newspaper reporters in Khanh Hoa received many letters from teachers and contract employees working at public schools in Nha Trang area.
Workers said that they signed labor contracts, unspecified working contracts, were ranked as salaried according to State regulations and all completed their tasks well every year. However, it is still unclear whether they are entitled to bonuses according to Decree 73 or not.
According to Ms. D's reflection, while working at a primary school in Bac Nha Trang ward, there are currently many workers who have been recruited and signed unspecified labor contracts for more than 2 years at public non-business units in Bac Nha Trang and Tay Nha Trang areas.
These cases are implementing contract regimes according to Decree 111 and salary ranking according to Decree 204.
Every year, based on the Law on Emulation and Commendation, we are evaluated as having completed our tasks well. Therefore, when the Khanh Hoa Provincial People's Committee issued regulations on the implementation of bonuses according to Decree 73, many people were very excited," Ms. D shared.
According to the Decision promulgating the bonus regulations of Khanh Hoa Provincial People's Committee (signed on December 29, 2025), contract workers under Decree 111, if they complete their tasks well, are eligible for consideration for commendation.
This policy is assessed by many teachers and contract employees as appropriate, humane and motivating to stick with the education sector. However, some accountants at schools later announced that they could not pay bonuses to contract workers according to Decree 111.
In the professional accounting exchange group of public service units, representatives of the State Treasury said that this subject has not been applied for bonus payment from funding sources according to Decree 73; if it is spent, it must use other legal funding sources.
From the above reality, many teachers and contract employees hope that functional agencies will soon have specific and unified guidance on spending sources to remove obstacles and ensure legitimate rights for workers according to Decree 111, in accordance with the spirit of Decree 73/2024/ND-CP.
We just hope to have more encouragement to cover living expenses, take care of our families and children to have a warmer and more prosperous Tet," a contract teacher shared.
Talking to Lao Dong Newspaper reporters, a representative of the State Treasury of Region XIII said that at the end of the year, the unit is focusing on disbursing public investment capital.
Bonus payments according to Decree 73 do not end in December 2025 but will continue to be resolved in January 2026. The State Treasury of Region XIII will coordinate with localities to remove obstacles and ensure payment in accordance with regulations.
