According to the decision of the People's Committee of Hai Phong City, extra teaching and learning activities in schools are funded by the state budget and other legal funding sources according to the provisions of law.
For extra teaching and learning activities outside of school, the collection, management and use of extra tuition fees shall comply with the provisions of Clause 2 and Clause 3, Article 7 of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training on regulations on extra teaching and learning (hereinafter referred to as Circular No. 29/2024/TT-BGDDT).
The Department of Education and Training shall preside over and coordinate with relevant agencies and units to issue inspection plans (regular and ad hoc) for extra teaching and learning activities for schools and other centers performing continuing education tasks that organize extra teaching and learning activities (abbreviated as educational institutions) according to the provisions of law.
The People's Committee at the commune level shall preside over and coordinate with relevant agencies and units to issue inspection plans (regular and ad hoc) for organizations and individuals with extra teaching activities (abbreviated as extra teaching institutions) in the management area according to the provisions of law.
The Department of Education and Training advises the City People's Committee to manage and direct the implementation of regulations on extra teaching and learning activities in the city. Along with that, guiding the implementation of regulations on extra teaching and learning for educational institutions, extra teaching institutions, organizations and individuals according to Circular No. 29/2024/TT-BGDDT, regulations of the City People's Committee and relevant legal provisions.
The Department shall preside over and coordinate with the Department of Finance and relevant agencies and units to submit to competent authorities to balance and arrange funding for extra teaching and learning activities in schools for the annual regular expenditure tasks of the units; guide units to prepare estimates, use and settle funding according to current regulations. At the same time, be responsible for managing, organizing or coordinating with relevant agencies and units to organize inspections of extra teaching and learning activities for educational institutions and extra teaching institutions under their management according to regulations; handle according to authority or request competent authorities to handle violations.
Hai Phong City also requires the public of other centers performing continuing education tasks to organize extra teaching and learning activities in the city on the Electronic Information Portal of the Department of Education and Training.
Principals of schools are responsible for organizing extra teaching and learning in schools according to regulations; developing a plan for extra teaching and learning for subjects according to regulations (if any), reporting to competent authorities to arrange funding from the budget and other legal sources for organizing extra teaching and learning in schools in accordance with the situation and characteristics of the unit. The school manages teachers who are teaching at school when participating in extra-curricular teaching to ensure compliance with the provisions of Clause 3, Article 6 of Circular No. 29/2024/TT-BGDDT; coordinate with the People's Committees at the commune level and relevant agencies to monitor and inspect extra-curricular teaching activities of teachers teaching at school.
Principals are responsible to the Department of Education and Training (for high schools/ vocational education - continuing education centers), People's Committees at the commune level (for junior high schools, inter-level schools with junior high schools) for organizing extra teaching and learning, for the quality of extra teaching and learning in schools and for managing and using funds to organize extra teaching and learning in schools according to regulations.
