Mr. Tuan Phuong (Vinh Long) researched the regulation on conversion hours from working hours to standard hours for lecturers according to Circular No. 20/2020/TT-BGDĐT and other regulations and found that there are no specific and clear regulations on information technology practice hours in class.
Currently, Mr. Phuong's school has regulations to take 0.7 x 1 student, so for 1 practical credit, the lecturer must teach 30 periods in class, if the student is smaller than or equal to 15, then take 0.7 x 15 = 10.5 standard hours. Thus, teaching 30 periods in class is calculated as 10.5 standard hours.

Mr. Phuong asked, is this calculation method correct or wrong? How is the conversion of information technology practice hours in class to standard hours?
Regarding this issue, the Ministry of Education and Training said that currently, the working regime of lecturers of higher education institutions is regulated in Circular No. 20/2020/TT-BGDĐT dated July 27, 2020 of the Minister of Education and Training.
Article 6 of Circular No. 20/2020/TT-BGDĐT stipulates the conversion of professional activities into standard teaching hours, in which point a, clause 2 on other professional activities has assigned "Heads of higher education institutions to regulate the conversion of time for performing other professional activities into standard teaching hours to be appropriate;".
On the other hand, Article 8 of Circular No. 20/2020/TT-BGDĐT stipulates: "The Head of a higher education institution shall base on the regulations in this Circular; the goals and development strategies of the unit; the specific characteristics of each subject and training major and the specific conditions of the unit to issue documents detailing the working regime of lecturers at the unit, ensuring the requirement that each lecturer must simultaneously perform teaching and scientific research tasks".
Therefore, the regulation of information technology practice hours in class is under the authority of the Principal and detailed regulations are issued for application at the unit.
