Regarding this issue, the Ministry of Education and Training answers as follows:
According to the provisions of Clause 1 and Clause 2, Article 11 of the Charter of Primary Schools, the Principal is responsible for managing and operating all activities and quality of education of the school; The Vice Principal is the assistant to the Principal, performing tasks according to assignment or authorization.
Therefore, when the school does not have a Vice Principal, the Principal must directly perform the management and administration tasks of the school, this is a responsibility associated with the position, and should not be considered overtime.
In case the Principal has met the teaching norms of 2 periods/week according to the provisions of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training stipulating the working regime for general education and university preparatory teachers, no number of teaching periods exceeding the norms arises, so they are not subject to overtime pay according to the provisions of Circular No. 21/2025/TT-BGDĐT dated September 23, 2025 of the Minister of Education and Training stipulating the overtime pay regime for teachers in public educational institutions.
