A parent with a child studying at Bich Hoa Primary School (Binh Minh commune, Hanoi) reflected: "The Parents' Association of Bich Hoa Primary School collects and spends some unreasonable amounts, such as: Payment for 2 workers who are 2 security guards just to sweep the schoolyard and collect garbage at a price of 4,500,000 VND/person, 2 people total 9,000,000 VND/month; salary for hiring teachers to teach life skills 2,000,000 VND/time; payment for the Parents' Association meeting regime and some other confusing petty expenses".



Regarding the content reflected by parents, on January 28, Ms. Phung Thi Thanh - Principal of Bich Hoa Primary School had a written response.
In the document, Ms. Thanh said about hygiene issues: Immediately after the parents' meeting on September 7, 2025; the Parents' Representative Board of the school including 28 classes held a separate meeting without the school board or any members of the school attending the meeting and some classes gave opinions on hiring two more security guards with the desire to create a cleaner and more beautiful environment for students and support the purchase of more toilet paper so that children can use it more comfortably.
In the meeting, the majority of parents of students in the classes agreed and supported because they realized that their children are still young, often play and wet toilet paper, and many times have not been able to do things like personal hygiene themselves.
Some classes have been implemented and are supported by parents in the class, giving opinions at the end of each semester to provide additional support for two security guards. However, the school's Parents' Representative Board still listens to opinions from parents before implementing it. Currently, the Board has not yet allocated support for the two security guards.
Although the head of the board publicly announced his phone number to listen to and receive feedback from parents, after the meeting on January 17, 2026, the Representative Board did not receive any feedback from parents.
In all meetings of the Standing Committee of Parents' Associations with representatives of parents of all classes, the collection of funds is implemented on a completely voluntary basis, without coercion from any parent. All collections and expenditures of the board are commented on by the head of the committee on the Zalo group of representatives of parents of all classes and are agreed upon by representatives of parents of all classes before deployment" - Bich Hoa Elementary School affirmed.
Regarding the issue of hiring life skills teachers, the school explained that to create a playground for students with the desire to create more useful playgrounds and create a more fun atmosphere for children when participating, with more professionalism in the style of conveying and expressing to improve skills in handling all situations, the Parents' Representative Board has proposed that the school create conditions for the Representative Board to organize the Mid-Autumn Festival and Loving Christmas program to educate tradition as well as more confidence for children in the process of participating in activities.
The representative board received support from parents of some classes to hire additional MCs to support the Mid-Autumn Festival program (grades 4B, 1A, 1B, 3B) and the Christmas program (grades 5B, 2E, 3C, 2B) instead of hiring teachers to teach life skills.
Regarding the handling direction, this school said that after the meeting, the school's Board of Directors agreed with the Parents' Representative Board of the school to request the School and Class Representative Board to properly implement Circular 55/2011/TT-BGDĐT dated November 22, 2011 of the Ministry of Education and Training; especially to properly implement the Management and use of funds of the Parents' Representative Board according to Article 10 of the Circular, which absolutely does not force any case and does not provide any support related to facilities as well as unlicensed items.
The representative board did not provide support for the two security guards in cleaning the schoolyard or collecting garbage or anything related. For cleaning in the school, the school hired workers.
