Attraction and incentive mechanisms
According to the investigation of Lao Dong Newspaper reporters, Bac Ninh province is currently simultaneously implementing projects to build facilities for many large universities.
The project "Building Hanoi University of Pharmacy at the regional level" in Vo Cuong ward, Bac Ninh province has a total investment of 45 million USD from preferential loans from the Korean Government and more than 244 billion VND from counterpart capital from the Vietnamese Government. Currently, the project has completed site clearance and has been issued the first Land allocation decision by the People's Committee of Bac Ninh province with an area of 205,678.1m2.
The project to build a Hanoi Medical University facility in Bac Ninh province is an important project, included in the Project "Developing Hanoi Medical University into a National Key Higher Education Institution in the top group in Asia" approved by the Prime Minister. The project is located in Tien Du commune, Bac Ninh province. Currently, the Ministry of Health has compiled the Project into the list of key projects and sent it to the Ministry of Finance to report to competent authorities to arrange capital for implementation.
The Hanoi University of Science and Technology project in Bac Ninh province has an area of about 12.6 hectares in University Village I, in Vo Cuong ward and Tien Du commune.
The investment project to build the Hanoi University of Natural Resources and Environment in Bac Ninh has a scale of about 13 hectares with a total investment of nearly 1,300 billion VND.
The project to build the Foreign Trade University in Bac Ninh is being implemented in Dong Nguyen ward. Currently, the school has selected a consulting contractor to prepare a detailed planning project.
Recently, on August 19, Hanoi Law University, Bac Ninh campus, was also officially inaugurated and honored as one of the key projects to celebrate the 80th anniversary of the August Revolution and National Day on September 2.
With a total investment of nearly 1,800 billion VND, Hanoi Law University's campus 2 is located in Dong Nguyen ward, with an area of nearly 28 hectares. During the project implementation, Bac Ninh province has supported the school with 100% of compensation and site clearance costs and resettlement support with a total value of more than 137 billion VND.
In July 2025, Hanoi University of Culture and the Vietnam Aviation Academy also had meetings with leaders of Bac Ninh province on expanding the construction of campus 2 of units in the area.
In particular, the leaders of the Civil Aviation Academy of Vietnam proposed that the People's Committee of Bac Ninh province allocate land for educational planning to build a second facility in Dai Lai commune (near Gia Binh airport), with a training scale of 5,000 to 10,000 students, to provide human resources for Gia Binh International Airport as well as the Northern region.
In less than 2 months, Bac Ninh province has also issued a document introducing the research location and proposing an investment project to build the facilities of the two schools above.
Forming university urban areas
Vice Chairman of the People's Committee of Bac Ninh province Le Xuan Loi affirmed that in recent times, Bac Ninh province has always paid attention to developing policies to attract investment, creating the most favorable conditions for universities to implement projects in the province with the goal of making Bac Ninh one of the leading centers for training, research and university development in the country and the region.
"In addition to universities in the economic, scientific and technical sector, the province is also interested in attracting universities in the cultural field, with the aspiration to promote and elevate Bac Ninh culture to a new level" - Mr. Le Xuan Loi said.
Mr. Le Xuan Loi added that according to the development space orientation, Bac Ninh will arrange an ecological cultural corridor area, a university urban area associated with research, innovation and technology transfer, connecting modern transport infrastructure.
Mr. Doan Xuan Thanh - Deputy Director of the Department of Education and Training of Bac Ninh - said that the leaders of the province as well as the education sector of Bac Ninh always want to attract many prestigious universities, create "University villages" directly connecting businesses in technology transfer, training and practice; promote urban development, services, improve the material and spiritual life of the people. This is also an important foundation for Bac Ninh to build high-quality human resources.
"Bac Ninh is striving to become a centrally-governed city, so the need for high-quality human resources, especially in the fields of electricity, electronics, semiconductor industry... is increasingly urgent" - Mr. Doan Xuan Thanh said.
Promoting trade and service development
Mr. Nguyen Manh Cuong - Chairman of Dong Nguyen Ward People's Committee (the location for the construction of facilities of the schools: Hanoi Law University, Foreign Trade University) said that attracting thousands of students and lecturers to live and study creates a great demand for housing, food and beverage services, entertainment... promoting the development of trade and services. In addition, students and lecturers from many provinces and cities also create a diverse exchange environment, contributing to enriching local cultural life; spreading the spirit of learning, research, promoting learning and talent in the community.
