According to the plan, for academies, universities, universities, vocational training institutions (colleges, secondary schools), the Steering Committee requires the construction of a number of advanced schools and training centers specializing in artificial intelligence;
Focus on arranging and reorganizing existing vocational training institutions to ensure streamlining, efficiency, and meeting standards. Strongly decentralize the management of vocational training institutions to local authorities;
Arrange and restructure higher education institutions; merge and dissolve substandard higher education institutions; eliminate intermediate levels, ensure streamlined, unified and effective governance; research and merger of research institutes with higher education institutions, transfer some universities to local management.
In the locality, public service units in the education sector strictly implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
Basically keep existing high schools, junior high schools, primary schools, inter-level schools, and public kindergartens, propose to arrange and adjust if necessary in a convenient direction to serve the needs of people and students.
For mountainous provinces, mountainous areas, and ethnic minorities: Continue to review and arrange separate schools to focus on forming ethnic boarding and semi-boarding schools for students in commune centers or inter-communes.
Arrange in the direction of streamlining, reducing focal points, improving the quality of activities: Merge vocational education centers and continuing education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training to provide public services in inter-ward and commune areas;
Maximum of each province and city has no more than 3 vocational schools to train skilled workers to serve socio-economic development, attracting investment in the locality (excluding schools that self-insure regular expenses or more).
