5th graders in Vietnam achieve the highest score in the field of Math and Reading in Southeast Asia

According to the report published by the SEAMEO Secretariat, in the 2024 cycle, 5th graders in Vietnam continue to achieve the highest scores in the field of Mathematics and Reading.

On December 4, 2025, in Manila, Philippines, a conference was held to announce the regional report of the Southeast Asian Primary Schools' Learning outcome Assessment Program (SEA-PLM) cycle 2024 in the field of Mathematics and Reading.

Vietnam participates in the SEA-PLM Program in the 2019 and 2024 cycles. The 2024 SEA-PLM cycle program has 07 participating countries including: Cambodia, Timor Leste, Laos, Myanmar, Malaysia, Philippines and Vietnam.

5th graders from other countries participated in the same study on reading comprehension, Writing, and Mathematics skills designed by the ASEAN Ministers of Education Secretariat (SEAMEO).

In this 2024 cycle, Vietnam has 152 primary schools in 53 provinces/cities (old) participating in the survey, with 152 principals, 1,074 teachers teaching grade 5 subjects and about 6,000 grade 5 students and 6,000 parents.

5th grade students in Vietnam continue to have the highest capacity in the 2024 cycle

According to the report published by the SEAMEO Secretariat, 5th graders in the area have maintained a stable reading comprehension result and increased a small percentage of their Math results.

In the 2024 cycle, 5th graders continue to achieve the highest score in the Reading field with an average score of 323.5 points (down about 3.86% compared to the 2019 cycle).

At the same time, 5th graders continued to achieve the highest score in the field of Mathematics with an average score of 334.6 points (down 1.99% compared to the results of the 2019 cycle).

In the 2024 cycle, the rate of Vietnamese students achieving high abilities in the field of Reading is 66%, higher than the rate of the remaining countries and higher than the regional average (reaching 40%).

The rate of Vietnamese students with high abilities in the field of Mathematics is 88%, higher than the rate of the remaining countries and higher than the regional average (reaching 36%).

Vietnam has the highest rate of students with the minimum capacity compared to the Sustainable Development Goal in the field of Reading (86%) and Mathematics (95%) according to the results in the 2024 cycle.

Permanent Deputy Minister Pham Ngoc Thuong emphasized that the success of the 5-year Strategic Plan for the period 2021-2025, including the implementation of the 2024 SEA-PLM cycle program, is a testament to the spirit of strong cooperation and commitment to improving the quality of education in the whole region.

The Vietnamese Ministry of Education and Training highly appreciated the value of the datatus, reporting to the 2024 SEA-PLM Cycle Program.

The Data Ministry and the report on the results of the Program are really important and meaningful for Vietnam as well as other countries in developing and organizing the implementation of education development strategies and policies in the coming time - Mr. Thuong said.

According to the Deputy Minister, Vietnam is entering a new era of development with the requirements of extensive integration, innovation and comprehensive digital transformation.

Vietnamese education is prioritized for development with strategic orientation, breakthrough solutions to improve the quality and fairness of education. The positive results and good experiences gained from participating in regional and international assessment programs will be applied by the Ministry of Education and Training to implement solutions to innovate teaching activities and evaluate students to improve the quality of education and international integration,

In the coming years, the Vietnamese Ministry of Education and Training is ready to cooperate and proactively and actively participate in initiatives and action plans of the ASEAN Council of Ministers of Education in the field of education, in line with Vietnam's policies and guidelines.
