Ms. Nguyen Thi Hang is currently working as a librarian at a secondary school. She was recruited to the rank of College Librarian, rank code 17a170 and has worked in the profession for 16 years.
In April 2025, she graduated from university with a major in Information - Library and has a professional title certificate in the field of library and other types of certificates as prescribed.

Ms. Hang asked, is she considered for transfer to the 3rd-class Library, or must she transfer to the 4th-class Library, and then be promoted to the 3rd-class after 2 years?
Regarding this question, the Ministry of Culture, Sports and Tourism said that the conversion of professional titles from College Librarian (code 17a170) to Category IV Librarian professional title (code V.10.02.07) is implemented according to the provisions of Joint Circular No. 02/2015/TTLT-BVHTTDL-BNV dated May 19, 2015 of the Minister of Culture, Sports and Tourism and the Minister of Home Affairs stipulating codes and professional title standards for library sector public employees.
Accordingly, the heads of public non-business units directly managing and using public employees are responsible for reviewing the job positions of the unit, researching and submitting to competent authorities for consideration, decision or decision according to decentralized authority to decide on transferring professional title codes for the above-mentioned public employees in accordance with the provisions of law before conducting promotion consideration.
However, at the present time, Joint Circular No. 02/2015/TTLTBVHTTDL-BNV has expired and is replaced by Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022 of the Minister of Culture, Sports and Tourism stipulating codes, professional title standards and salary ranking for library specialized public employees.
