Lack of synchronous investment due to lack of planning
Recently, Atlantic Vietnam Commodities Company Limited has been authorized by Costa Foundation to construct and complete a 6-classroom building (2 floors) of Tan Chau Kindergarten (Tan Chau commune, Di Linh district).
This construction project has a total investment of 5.8 billion VND. The project's goal is to support construction investment to contribute to the completion of school facilities according to the plan. Thereby, creating a better teaching and learning environment for teachers and students in the project area.
Currently, the sponsor has completed 6 spacious and beautiful classrooms, however, Di Linh district has not been able to invest in construction and complete corresponding items such as the head office, playground, fence... for Tan Chau Kindergarten.
Explaining this issue, Mr. Vu Duc Nhuan - Vice Chairman of Di Linh District People's Committee said that the district is ready to arrange counterpart funds of more than 8 billion VND to build the above items. However, currently, the completion of the remaining infrastructure is stuck according to the provisions of Decree 35/2023/ND-CP dated June 20, 2024 of the Government. In which, it is mandatory to establish detailed planning for public investment projects, especially for investment projects, construction, renovation of schools, hospitals, offices, etc.
According to Mr. Nhuan, this regulation is very new compared to before and has affected the whole Lam Dong province in general. In addition, in the Tan Chau Kindergarten area, there is no detailed planning approved yet.
Therefore, to invest in the remaining items for Tan Chau Kindergarten, Di Linh district has directed the People's Committee of Tan Chau commune to urgently establish a detailed plan for this project in particular and the whole commune in general to submit to the District People's Committee for approval.
On that basis, from the budget, the district will continue to allocate capital to invest in the remaining items for Tan Chau Kindergarten. It is expected that these projects will be completed before the opening of the new school year 2025 - 2026.
The new school is still lacking in many aspects.
Mr. Vu Duc Nhuan - Vice Chairman of Di Linh District People's Committee said that the locality will receive the project and bring some classes from branches of Tan Chau Kindergarten to teach, in order to promote the effectiveness of the project.
To prepare for this, Di Linh district has arranged funding and assigned the District Public Works and Construction Investment Project Management Board to urgently coordinate and handle related contents to carry out investment steps for the remaining items according to regulations.
Next, the authorities will level and reinforce the front yard to facilitate parents to pick up and drop off their children.
Regarding this issue, Mr. Nguyen Van Cuong, a parent whose child is studying at Tan Chau Kindergarten, said that he had heard about the school's plan to transfer students to a new school. The family also wants their children to study in a new, spacious school. However, Mr. Cuong is worried that the new school has not yet fully invested in infrastructure.
"If the new school is not complete in terms of playground, fence, gate... then I think it is better to let the children study at the old school" - Mr. Cuong expressed.
Sharing about this issue, Ms. Nguyen Thi Dung - Principal of Tan Chau Kindergarten said that the old school is currently cramped... because it was built 23 years ago (2001). When hearing the news of the construction of a new school, all the teachers and parents were happy and excited.
After the sponsoring unit hands over the school to the user, the People's Committee of Di Linh district will have a policy to transfer students from the old school to the new school to avoid wasting the investor's resources.
However, in this new school, in addition to 6 spacious classrooms that have just been built solidly and beautifully, there are still necessary items missing to ensure the safety of children learning and playing. These include items such as playgrounds, fences, drainage systems, lightning protection systems, etc. The school has also reported to leaders at all levels.
According to Ms. Dung, on October 15, 2024, the District People's Committee issued a document directing departments to complete items to ensure safety for children before moving to the new school.
"The school hopes that departments will quickly resolve the problems to complete the remaining items as quickly as possible. Thereby, ensuring that students can study in an environment with adequate facilities and the safest possible conditions," Ms. Dung shared.
