Ms. Chung was the one who grabbed the microphone and pointed at the President of the Parents' Association when talking about the social irregularities in the year-end ceremony, causing a stir in public opinion.
The district inspection team pointed out many other violations in the fields of management and finance. The team determined that the school was sponsored 19 lockers for students to store personal belongings.
The school established a group to receive sponsorship. But it was the school that received the sponsorship, not the group.
In the handover minutes of these cabinets, there is an inconsistency between the cabinet sponsors. When recording the executive committee of the parents' association of each class, another section records the cabinet sponsor as the school's parent association representative board.

As reported by Lao Dong Newspaper, social media is buzzing about a video recording the scene where the Principal of Quy Dat Town Kindergarten No. 1 pointed at the Chairman of the Parents' Association, preventing them from talking about the irregularities in the process of the school socializing the purchase of lockers for the classes. The video was filmed during the year-end ceremony at Quy Dat Town Kindergarten No. 1 (Minh Hoa District, Quang Binh Province).
According to the video clip, when Ms. Lien - President of the Parents' Association was invited to speak on stage, she asked permission from all parents to explain the incident related to the school.
The school asked for social funds from the parents' association fund to buy 22 plywood lockers for the classes, each priced at 6 million VND. This funding source was mobilized from the parents' association fund.
Many parents disagreed because they thought the price given by the principal was less than 6 million VND, and also advised using other materials to avoid damage.
While the President of the Parents' Association was presenting, Ms. Dinh Thi Bui Chung - the school's Principal - stood up and held the microphone, preventing Ms. Lien from continuing to speak.
Also in this video, another person stood up and commented (believed to be the Vice Principal of the school) that the President had asked for permission so he was allowed to speak. Ms. Chung then snatched the microphone from this person's hand.
The incident took place right in front of dozens of parents and students of the school.
