On August 5, the Ministry of Education and Training (MOET) organized a training conference on implementing education management according to local government at 2 levels.

The conference was held in person and online at more than 3,000 locations nationwide. Permanent Deputy Minister Pham Ngoc Thuong chaired the conference.

According to Permanent Deputy Minister Pham Ngoc Thuong, the two-level local government model has been implemented for more than a month nationwide. All ministries, branches and localities have implemented to grasp the reality to operate this model smoothly and effectively, without omission of work, without interruption, etc.

However, the Deputy Minister said that, regardless of whether they have experience in educational management or not, for the current operation of the two-level management model, everyone is the beginner.

"Therefore, education managers must study, listen to and disseminate legal documents, thereby exchanging and discussing problems" - the Standing Deputy Minister said and commented that in the process of transformation, education managers need to continue to self-study, self-cultivation, exchange and learn from colleagues in the process of implementing work.

In addition, the Permanent Deputy Minister also noted the need to establish an information system, establish teams and groups to discuss difficulties, inadequacies, and inconsistent contents; promptly synthesize and report to competent authorities for resolution.

Focus on removing obstacles in the implementation process

At the conference, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that the unit will organize training for educational staff of 168 wards and communes in the area to prepare for the opening of the new school year.

Along with that, it is necessary to focus on reviewing the conditions to ensure facilities, equipment, teaching aids, teachers, and educational institution management staff. In particular, the current teacher recruitment of digital transformation and information technology aims to shorten time and procedures to meet the requirements for the new school year.

Mr. Nguyen Minh Chau, Chairman of the People's Committee of Tan Giang Ward, Cao Bang Province affirmed that the two-level local government model increases autonomy, is convenient for the people, close to the people, and clearly understands the wishes and aspirations of the people. For the education sector, Mr. Chau said that it is necessary to calculate and arrange the team of commune-level cadres.

In particular, early specialized training to improve the capacity of education managers at the commune and ward levels; provide guidance on the role, authority, and responsibility of commune-level authorities for a number of educational issues, skills in handling situations...

Implement "4 proactive, 4 no"

Also at the conference, Permanent Deputy Minister Pham Ngoc Thuong commented that in a very short time, at all levels, the entire education sector has been very proactive. That is reflected in the "4 proactiveness" of: proactively grasping the situation very promptly, right from the grassroots level, clearly understanding the problems, covering the work; proactively working; proactively removing difficulties and proactively performing tasks in accordance with assigned duties and responsibilities.

With the general direction of "towards the grassroots", the Deputy Minister said: In the urgent time, the large workload, many contents, and full participation of all levels, especially commune-level education management, demonstrate the solidarity, unity, sense of responsibility, and concern of the entire education system.

Not only this conference but in all regular work, we must always do it in the spirit of listening, understanding, sharing, collecting and creating. At the commune level, the task is extremely heavy, if it is not shared, not resolved and created together, the commune-level task will be full of challenges, said the Deputy Minister.

Assessing that in the coming time, the education sector still has a lot of work to do, Deputy Minister Pham Ngoc Thuong especially paid attention to education management staff about studying guiding documents. Only then can it be organized, implemented, and implemented correctly, sufficiently, and promptly.

The Deputy Minister emphasized that the implementation process must be in the spirit of 4 no's: no management content left vacant, no overlapping management content, no clear management content, no clear management methods.

At the same time, the Deputy Minister also noted to localities on innovating governance thinking, leadership and management methods by applying information technology, promoting digitalization. In particular, commune-level leaders need to do a good job of planning and appointing principals and deputy principals of units in the area. We must select and recruit people with capacity, a sense of responsibility, practical work, and practical skills.
