On the afternoon of July 8, Hanoi National University held a ceremony to announce decisions on personnel work for the University of Medicine and Pharmacy, in which assigned GS. TS. TTND Le Ngoc Thanh to perform the work of the Rector and appointed 4 Vice Rectors.
At the ceremony, Assoc. Prof. Dr. Bui The Duy - Director of Vietnam National University, Hanoi - awarded the contract to perform the work of Rector of the University of Medicine and Pharmacy to Prof. Dr. TTND Le Ngoc Thanh according to the new regulations of Decree 235 of the Government.
This is the first case that Hanoi National University signed a contract to perform the position of principal according to new regulations, and also the first case at a public university in Vietnam to apply this mechanism.
Along with that, Hanoi National University appointed 4 Vice Rectors of the University of Medicine and Pharmacy, including: Prof. Dr. Nguyen Thanh Hai and Assoc. Prof. Dr. Pham Nhu Hai to hold positions until reaching retirement age as prescribed; Assoc. Prof. Dr. Dinh Doan Long to hold positions for a term of 5 years from the date of appointment; Dr. Nguyen Thi Anh Thu to hold positions until the end of the departure term as prescribed.
After consolidation, the University of Medicine and Pharmacy currently has one Rector, 4 full-time Vice Rectors and 3 concurrent Vice Rectors. According to Vietnam National University, Hanoi, the completion of the leadership apparatus will create a foundation for the school to continue to develop in the fields of training, scientific research, international cooperation and building a medical practice system.
Prof. Dr. TTND Le Ngoc Thanh was born in 1961, from Thuong Tin (Hanoi). He graduated as a general practitioner in 1984, completed his Master's program, resident doctor in 1987, defended his Doctorate of Medicine in Surgery in 2001 at Hanoi Medical University and was recognized as a Professor in 2015.
Before being assigned to perform the job of Principal under contract, he was the Head of the Faculty of Medicine and Pharmacy - the predecessor of the University of Medicine and Pharmacy, and also held the position of Principal of the school. He also held many leadership positions in the medical industry such as Head of Cardiovascular and Thoracic Surgery Department of Viet Duc Friendship Hospital, Director of E Hospital, Chairman of the Vietnam Association of Cardiovascular and Thoracic Surgery.
Currently, Professor Le Ngoc Thanh is Chairman of the Professors' Council of Medicine, Chairman of the Health Science Council, Rector of the University of Medicine and Pharmacy and also in charge of Linh Dam University Medical Center Hospital.
During his work, he was awarded many noble awards such as the Second-class Labor Medal, the First-class Labor Medal, the title of People's Physician and the First Prize of the Vietnamese Talent Award and many certificates of merit from the Government, Ministry of Health and Vietnam National University, Hanoi.
Decree 235 of the Government issued in 2026 on performing work in public non-business units. The Decree allows public non-business units to sign work contracts to perform the tasks of management positions.
Subjects signing contracts for jobs in management positions include:
Experts, business managers, typical and outstanding entrepreneurs in fields suitable to their tasks;
Good jurists, lawyers, scientists with in-depth expertise in the field suitable for the task;
People with high professional qualifications in strategic and key industries and fields suitable for the development of public non-business units.
