On August 10, Lao Cai Provincial People's Committee informed that the Chairman of the Provincial People's Committee has just signed an official dispatch requesting relevant units to urgently complete all conditions on facilities, human resources and organizational work to put ethnic minority boarding primary and secondary schools in border communes into operation right from the beginning of the 2026-2027 school year.
Accordingly, the Department of Education and Training presides over and coordinates with the People's Committees of A Mu Sung, Y Ty, Muong Khuong, Pha Long communes and the Provincial Construction Investment Project Management Board to review and synchronously prepare conditions for schools to operate stably.
The procurement and distribution of textbooks for students must be completed before August 30, 2026; at the same time, consolidate the team of management officials, teachers, staff and organize training on school operation.
The Lao Cai Provincial Construction Investment Project Management Board is assigned to be responsible for the progress and quality of the projects, urging contractors to continuously construct, complete acceptance, trial operation and hand over on schedule.
All teaching equipment and personal belongings for students must be purchased and installed before August 25, 2026.
To ensure conditions for inpatient student care, the Department of Health is responsible for strengthening inspection of food safety and hygiene, school health, environmental sanitation and disease prevention and control.
In particular, the health sector must strictly control the origin of food, collective kitchen conditions, and prevent food of unknown origin or illegal transportation across borders from being brought into schools.
The Provincial Military Command is assigned to coordinate with the Provincial Youth Union, People's Committees of communes and relevant units to mobilize forces to support environmental sanitation, transport, install equipment, tables and chairs, and renovate the school landscape, completing before August 30, 2026.
For the People's Committees of A Mu Sung, Y Ty, Muong Khuong and Pha Long communes, the Chairman of the Provincial People's Committee requested to direct schools to urgently complete the procurement of uniforms and school supplies; review, transfer and effectively use assets and equipment between educational institutions, ensuring thrift and avoiding duplicate and wasteful investments.
Localities must also soon consolidate the management apparatus, arrange teachers and staff; develop plans to organize meals, accommodation, care and management of boarding and semi-boarding students in accordance with regulations, ensuring full standards of learning and living conditions.
In addition, the Chairman of the Provincial People's Committee requested localities to strengthen control and absolutely prevent the introduction of agricultural products and food of unknown origin or illegal transportation across borders into schools, in order to ensure health safety for students in the new school year.
With specific tasks and timelines assigned, Lao Cai province sets a goal that ethnic minority boarding primary and secondary schools in border communes will be ready to operate right from the first days of the 2026-2027 school year, contributing to improving the quality of education and creating better learning and living conditions for students in border areas.
