Dissolving retail schools that do not meet minimum facilities standards
The Ministry of Education and Training has just issued guidelines for the arrangement and reorganization of the network of preschool, general education and continuing education institutions.
Accordingly, do not merge kindergartens with general schools; do not merge continuing education institutions with general schools; the arrangement of continuing education institutions must be suitable to the lifelong learning needs of local people; Only merge schools and schools within a commune-level administrative unit; prioritize the retention of schools with favorable conditions (enting facilities, transportation, concentrated residents); dissolve small-scale schools that do not meet minimum infrastructure standards, etc.
Ensure that each commune-level administrative unit has at least one kindergarten, one primary school and one secondary school. In special cases, high schools can have many levels of education, but separate areas must be arranged for each level of education, ensuring teaching conditions.
Priority is given to high school models with many levels of education ( basics and secondary schools) in sparsely populated areas or areas with difficult travel conditions.
At the same time, consider merging kindergartens and primary schools with small scale and below standards in the same commune-level area according to a suitable roadmap.

Arrange and merge community learning centers according to commune-level areas; ensure that each commune-level administrative unit has a commune-level community learning center.
Regarding implementation, the Ministry requested the Provincial People's Committee to direct the review and assessment of the current status of the network of educational institutions, and develop a plan to arrange in accordance with the two-level local government model.
The Department of Education and Training shall preside over and advise the Provincial People's Committee to direct the organization of reviewing and evaluating the current status of the network of educational institutions, developing plans and arrangement plans.
The People's Committees at the commune level direct the review and assessment of the current status of kindergartens, primary schools, secondary schools and community learning centers in the area.
Educational institutions prepare self-assessment reports on the scale of classes, teams, facilities, quality of education and provide timely information to management agencies.
Expected to merge universities from 2026
In addition to rearranging and reorganizing the network of preschool, general education and continuing education institutions, about 140 public universities are facing a major reorganization and merger, reducing the number of focal points "very deeply".
This policy has been clearly affirmed by the Politburo in Resolution No. 71-NQ/TW on breakthroughs in education and training development.
Regarding the above policy, the Ministry of Education and Training is assigned to develop two main projects including: Project to reorganize and reorganize higher education and vocational education institutions; Project to transfer a number of higher education and vocational education institutions to local management.
These projects will soon be submitted to the Prime Minister for consideration and decision so that they can be implemented from 2026. The spirit is that the arrangement must be carried out seriously, urgently, scientifically, drastically and methodically, avoiding the situation of asking - giving, taking advantage or being negative.
This process will be implemented publicly and transparently, with close coordination between central and local ministries and branches and especially the consensus of educational institutions themselves.
