Principles of arrangement
The Ministry of Education and Training has just issued guidelines for the arrangement and reorganization of the network of preschool, general education and continuing education institutions.
The guidance of the Ministry of Education and Training clearly states the principles of arranging and reorganizing the network of preschool, general education and continuing education institutions as follows:
Must be based on the functions and tasks of the agency or unit; inherit and promote the implemented results; in accordance with the policy of arranging and streamlining the apparatus according to the requirements of the Politburo and the Secretariat; ensure effective and efficient operations, no overlap, no omission of functions and tasks of each type of educational institution; the arrangement must not affect the quality and efficiency of public career service provision in the spirit of the direction in Plan No. 130.

Comply with current regulations on school size, class size, basic standards, teacher quotas; associated with planning, population size, population density and geographical conditions; properly implement the standards and regulations for preschool, general education and continuing education.
Ensure that children, students, and trainees do not have reduced access to education; ensure safety and convenience in the process of going to school for children, students, and trainees; do not merge if the geographical distance between the place of residence and the school is too long or traffic conditions are not suitable; meet the requirements for popularizing education and compulsory education.
Not merging kindergartens with general schools; not merging continuing education institutions with general schools
The arrangement of continuing education institutions must be consistent with the lifelong learning needs of local people. Ensure the principles of democracy, publicity and transparency in the implementation process.

Only merge kindergartens and general schools within 1 commune
In particular, for preschool and general education institutions, only merge schools and school locations within the scope of a commune-level administrative unit; prioritize the retention of schools with favorable conditions (enting facilities, transportation, concentrated residents); dissolve small-scale schools that do not meet the minimum infrastructure standards.
Education institutions subject to the merger must be fully prepared with facilities at the main school.
The conversion of land use purposes and facilities at the relocated schools must comply with the provisions of law and ensure effective use.
Ensure that each commune has at least one kindergarten, one primary school and one secondary school
Ensure that each commune-level administrative unit has at least one kindergarten, one primary school and one secondary school.
In special cases, high schools can have many levels of education, but separate areas must be arranged for each level of education, ensuring teaching conditions.
Priority is given to high school models with many levels of education ( basics and secondary schools) in sparsely populated areas or areas with difficult travel conditions.
At the same time, consider merging kindergartens and primary schools with small scale and below standards in the same commune-level area according to a suitable roadmap.
Arrange and merge continuing education centers, vocational education centers - continuing education into vocational education centers - continuing education
Arrange and merge continuing education centers and vocational education - continuing education centers into inter-ward and commune vocational education - continuing education centers according to the functions, tasks and organizational structure of the vocational education - continuing education center; merge continuing education centers with inter-ward and commune vocational education - continuing education centers in the same commune-level area.
Arrange and merge community learning centers according to commune-level areas; ensure that each commune-level administrative unit has a commune-level community learning center.
