Teacher salary ranked highest
The most prominent point when the Law on Teachers officially takes effect is the regulation that teachers' salaries will be ranked highest in the administrative career salary scale system. This will help improve the treatment of teachers and attract human resources for the education sector.
According to the Ministry of Education and Training, to ensure the implementation of the Law on Teachers from January 1, 2026, the Ministry must advise and submit to the Government to issue 3 Decrees and issue 12 Circulars under its authority.
3 Decrees include: Decree detailing a number of articles of the Law on Teachers; Decree regulating salary policies, allowance regimes, support and attraction policies for teachers; Decree regulating preferential allowances according to the profession for civil servants in the education sector.
12 Circulars regulating professional standards, working regimes, recruitment authority, equivalent titles, and codes of conduct for teachers.

According to the Draft Circular regulating codes, appointments and salary arrangements for teachers teaching in public educational institutions developed by the Ministry of Education and Training, with preschool levels, salary coefficients from 2.1 - 6.38 (not changed compared to the present).
At primary, secondary and high school levels, the salary coefficient of teachers is from 2.34 - 7.55. In particular, the salary coefficient of senior teachers (old grade I) was increased, from coefficient 4.4 - 6.78 to 5.75 - 7.55; the salary coefficient of senior high school teachers (old grade II) increased from coefficient 4 - 6.38 to 4.4 - 6.78.
The salary coefficient for teachers is expected to be 2.1-7.55, meaning that teachers receive a monthly salary from 4.9 to 17.66 million VND.
In addition to the salary according to general regulations, teachers will have additional allowances and "specific coefficients" to ensure the principle of "highest" teachers' salaries according to the Law on Teachers.
Young teacher Nguyen Thi Nga, a teacher at Tay Tuu A Primary School (Hanoi) said that information about salary policies is a joy for millions of teachers, especially young teachers.
"Currently, teachers' salaries are also higher than before, but still make teachers face difficulties in their daily lives. From January 1, 2026, with the new policies and the Law on Teachers taking effect, our teachers will feel secure that they do not have to worry about the economy, focus on their expertise, and spend more time on work" - Ms. Nga expressed.
Preschool teachers can retire before 5 years old
In addition, Article 26 of the Law on Teachers stipulates that teachers in preschool education institutions, if they wish, can retire at a lower age than the retirement age of employees under normal conditions but not more than 5 years old.
In case of having paid social insurance for 15 years or more, the pension percentage due to early retirement will not be reduced.
Incentives for teachers in disadvantaged areas and special education for children
The Law on Teachers also focuses on teachers who are working in difficult conditions or taking on special tasks.
Specifically, teachers in remote areas, ethnic minority areas, border areas, and islands will be supported with: Public housing or house rental if they do not have a place to live; train and bus fares when traveling for work; allowances and separate subsidies for each specific subject.
Teachers who teach at specialized schools, disabled children, integrated education, or teach gifted subjects, ethnic minority languages, and enhanced Vietnamese will also apply appropriate support policies.
In addition, localities and educational institutions are encouraged to issue additional policies to support teachers' lives, income and career development, depending on actual conditions.
