Proposal to salary cadres, civil servants and public employees over 15 million/month
Delegate Nguyen Van Than (Hung Yen Delegation) proposed to increase the salary of cadres, civil servants and public employees to over 15 million VND/month to retain talented people.
Mr. Than said that if the average GDP per capita in Vietnam is 7,000 USD/year (equivalent to 26,000 VND/1 USD), the average monthly income per capita will be equivalent to about 15 million VND.
From there, the delegate said that it is necessary to determine the average income of civil servants and public employees at 15 million VND/month or more to ensure their lives and encourage dedication. He commented that while many private enterprises are willing to pay 50 million VND/month to newly graduated technology students, or even 100-200 million VND, increasing salaries for civil servants and public employees is an inevitable requirement.
Proposal to increase basic salary from the beginning of 2026
With the same concern, delegate Tran Quoc Tuan (Vinh Long delegation) said that Government reports have shown continuous increases in commodity prices and living expenses, putting great pressure on people's lives, while the basic salary has not been adjusted.

The basic salary of 2.34 million VND/month applied from July 1, 2024 to present, compared to the current price level, according to Mr. Tuan, is no longer suitable.
"On average, the minimum living standard in urban areas alone has exceeded 4.5 - 5 million VND/person/month. The lives of a number of cadres, civil servants and workers in the state sector still face many difficulties, while the cost of living has increased" - Mr. Tran Quoc Tuan wondered.
From the above analysis, the delegate of Vinh Long delegation proposed that the National Assembly consider adjusting the increase in the basic salary from January 1, 2026, not waiting until the middle of the year like previous years. According to him, this is not just a story about wages, but a message of the people's hearts, a common hit of the apparatus.
" only if cadres live long enough will they feel secure in their service, civil servants do not have to carry the burden of "gold and money" to be less dedicated" - delegate Tran Quoc Tuan emphasized.
Salary and allowances need to be calculated according to the workload
Delegate Siu Huong (Gia Lai Delegation) said that currently, the organization and operation of the two-level government has created positive changes, contributing to streamlining the apparatus and improving the efficiency of state management. However, the volume of work at the commune level after the merger increased because the tasks of the old district level were transferred to the commune level.
However, the current staffing framework of a commune-level government is only about 32 people; 3 specialized departments of the People's Committee each have two full-time leaders and managers; the professional department civil servant has 4 civil servants/department, a total of 12 positions.
The workload is large, the management scope is wider, each specialized department must undertake many functions and tasks.
Therefore, the delegate suggested that the Government soon issue a job position framework, ensuring the sufficient number and quality of commune-level cadres and civil servants. At the same time, consider salary and allowance regimes suitable for workload and current task requirements.
Sharing the same view, delegate Mai Van Hai (Thanh Hoa delegation) said that there should be a salary treatment policy for commune cadres and civil servants to help them feel secure in their work; develop a salary policy suitable for their job position.
