This Circular replaces the provisions in Articles 3, 5, 6 and 7 of Circular No. 40/2020/TT-BGDDT dated October 26, 2020 of the Minister of Education and Training stipulating codes, professional title standards, appointments and salary classification for teaching staff in public higher education institutions, when effective.
The draft circular removes the title of teaching assistant (grade III, code V.07.01.23).
Instead of the classification as before (grade III lecturer, grade II main lecturer, grade I senior lecturer), now there will only be the names of lecturers, main lecturers and senior lecturers.

These adjustments aim to ensure consistency with the provisions of the Law on Teachers and the Law on Public Employees (amended).
According to the new draft circular, the standards for basic training and fostering qualifications remain the same as before, with only one change: Instead of the requirement of "having a training certificate according to the standards of the professional title of lecturer", now the regulation is "having a training certificate for the professional title of lecturer".
Standards on professional competence and skills
According to the new draft circular, the competency standards for lecturers are regulated according to 3 levels: Lecturer, main university lecturer and senior university lecturer.
In which, main university lecturers must meet the following standards:
Preside over the implementation of at least 1 science and technology task at the grassroots level or higher that has been accepted from the grassroots level or higher;
Preside over or participate in compiling at least 1 training service book that has been assessed, accepted and put into use in training and fostering from university level or higher in accordance with the major, major in teaching or training and has an international standard code ISBN;
The author of at least 3 scientific articles is a scientific research work published in the scientific journal with the international standard code ISSN.
Have the ability to apply information technology and use foreign languages in performing the tasks of the title of main university lecturer.
University lecturers are eligible to register for promotion to the title of main university lecturer when meeting professional standards; have held the professional title of university lecturer or equivalent for at least 6 years for those with a master's degree; 4 years for those with a doctorate degree; of which at least 1 year (full 12 months) must be held the professional title of university lecturer.
Adding responsibilities for heads of higher education institutions
In addition to the duties of lecturers specified in Circular No. 40, according to the provisions of the new draft Circular, university lecturers, main university lecturers, and senior university lecturers are also required to perform other tasks assigned by the head or head of the unit under or directly under the university educational institution in accordance with the assigned authority in accordance with the standards on professional competence and skills of university lecturers and other relevant legal provisions.
The draft Circular stipulates that heads of higher education institutions or heads of units under or directly under higher education institutions are classified according to their authority based on the standards on professional competence and skills of the professional standards of lecturers teaching in higher education institutions to arrange, assign, assign tasks to university lecturers and evaluate the level of task completion according to the professional title of university lecturer.
The head of a higher education institution or the head of a unit under or directly under a higher education institution shall develop and implement a plan for training, fostering, and developing a university lecturer team according to his authority; advise the superior management agency and local government on management, fostering and improving the quality, professional capacity, and professional capacity of the university lecturer team.
