The Law on Teachers has just been passed by the 15th National Assembly, officially taking effect from January 1, 2026. One of the most notable points is the regulation in Article 23, Clause 1, Point a: Teachers salaries are ranked highest in the administrative career salary scale system.
However, this regulation requires specific guidance from the Government for implementation and is only applied from the time the Law takes effect. Currently, public teacher salaries are still calculated in coefficient multiplied by the current basic salary according to Decree 73/2024/ND-CP of VND 2,340,000/month.
The salary coefficient of teachers is stipulated in 4 circulars of the Ministry of Education and Training, including: Circular 01/2021/TT-BGDDT (regulating the salary coefficient of preschool teachers); Circular 02/2021/TT-BGDDT (regulating the salary coefficient of primary school teachers), Circular 03/2021/TT-BGDDT (regulating the salary coefficient of secondary school teachers), Circular 04/2021/TT-BGDDT (regulating the salary coefficient of high school teachers).
Accordingly, preschool teachers will be regulated:
Grade III preschool teachers: Coefficient from 2.10 to 4.89 (a0 civil servant)
Grade II preschool teachers: Coefficient from 2.34 to 4.98 (class A1)
Preschool teachers grade I: Coefficient from 4.00 to 6.38 (class A2, class A2)
Specifically, the salary table for preschool teachers from 2026 is as follows:
Thus, with the highest coefficient at present at 6.38, teachers' salaries can be up to 14,929,200 VND/month (excluding allowances).
According to Circular 02, Circular 03 and Circular 04, the salary coefficient for primary school teachers, secondary school teachers and high school teachers is regulated equally.
Specifically, Grade III teachers are subject to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98; Grade II teachers are subject to the salary coefficient of type A2 civil servants, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38; Grade I teachers are subject to the salary coefficient of type A2 civil servants, group A2.1, from salary coefficient 4.4 to salary coefficient 6.78.
The salary table for primary, secondary and high school teachers will be regulated as follows:
Accordingly, the lowest basic salary of teachers at public educational institutions is currently 4,914,000 VND/month, applied to preschool teachers of grade III and grade 1. Meanwhile, the highest basic salary is up to 15,865,200 VND/month, applied to primary, secondary and high school teachers in grades I and 8.
In addition, teachers also believe that when the Law on Teachers is officially implemented in 2026, a new salary table will be built, bringing teachers' salaries to the highest position in the administrative and career system. This will help improve the treatment of teachers and attract human resources for the education sector.
