On June 16, 2025, the 15th National Assembly officially passed the Law on Teachers - the first specialized law that fully stipulates the legal position, rights, obligations and policies for the teaching staff. Notably, the law stipulates that teachers will be ranked at the highest salary level in the administrative career salary scale system, effective from January 1, 2026.
For the first time in history, the teaching staff has been recognized as a special profession, with equivalent professional standards, rights and obligations, instead of just a contract signer as before.
According to the law, "teacher salaries are ranked highest in the administrative career salary scale system". This means that the treatment level for teachers will be significantly increased, creating conditions for teachers to feel secure in their profession, while attracting talented people to the pedagogical industry.
Before this information, many teachers expressed their joy, saying that this is a "dream come true" after many years of waiting. Ms. Nguyen Thi Hong - a teacher at Trang An Kindergarten (Quang Ninh) shared: "When they are given the highest salary, teachers must also demonstrate their worthy professional values. Increasing salaries is a way to improve the quality of education, not only in income but also in responsibility".
Meanwhile, Ms. Trinh Thi Thu Sinh - a teacher at Na Bai Kindergarten (Son La) frankly said that the highest salary for teachers from 2026 is not only a recognition in terms of name, but also has the meaning of releasing the pressure of making a living, helping teachers to wholeheartedly focus on their profession without having to worry about teaching extra classes or working extra to make ends meet.
In recent years, the reality of low salaries has forced many teachers to seek additional sources of income such as extra teaching, overtime, online sales, and even job changes. This unintentionally affects the quality of teaching of teachers.
"A commensurate salary will help teachers feel secure living with their profession, no longer having to teach extra to make a living", Ms. Sinh added.
In addition to salary policy, the Draft Decree guiding the Law on Teachers also includes contents of support, protection and development of the teaching staff such as: Mechanism to support teachers working in remote areas; Policy to attract high-quality human resources; Standardize occupations and monitor training quality.
In particular, the Law on Teachers also clearly stipulates the mechanism for protecting the honor, dignity and prestige of teachers, and at the same time prohibits individuals and organizations from disseminating information on taking statements and summarizing teachers without an official conclusion from the competent authority. This is considered a big step forward to create a safe and civilized educational environment, while affirming the special role of teachers in society.
