Salary distribution for library staff when switching to teaching
Ms. Tran Thi Hong Lam (Quang Ngai) is a intermediate clerical staff member of a public high school, recruited for the position of Secondary School Teacher of Grade III in October 2024. At the time of recruitment, she was receiving a type B civil servant salary, coefficient 3.26 and had paid compulsory social insurance fully and continuously for 20 years (not yet receiving a one-time allowance).
Ms. Lam asked, after the probation period, is she entitled to transfer the salary scale from the salary coefficient currently enjoyed at the time of recruitment being 3.26 to 3.33 according to the provisions of Clause 1, Article 4 of Circular 05/2024/TT-BNV and Clause 2, Section II of Circular No. 02/2027/TT-BNV? If not, is she entitled to salary scale based on the time of social insurance contribution after deducting probationary time?

Regarding this issue, the Ministry of Home Affairs guides: According to Decree No. 85/2023/ND-CP, in case the person recruited and admitted to public office according to the provisions of this Decree has previously worked in accordance with the provisions of law, has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance, it is accumulated), then that time is calculated as a basis for ranking salaries according to professional titles suitable to the job position being recruited and admitted if it meets all the conditions according to regulations.
The Ministry of Home Affairs also requested Ms. Tran Thi Hong Lam to contact local functional agencies for guidance and implementation according to regulations.
School staff are about to enjoy preferential policies

Regarding the implementation roadmap, the Ministry of Education and Training plans that the professional preferential allowance levels for preschool teachers and general education teachers specified in this Decree will be applied in the period from January 1, 2026 to the end of December 31, 2030.
From January 1, 2031, the implementation of professional preferential allowances for preschool and general education teachers will be applied according to the provisions of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo, specifically as follows:
Preschool teachers and general education teachers working in areas with particularly difficult socio-economic conditions; teachers of specialized schools; schools, classes, and centers for people with disabilities; centers to support the development of inclusive education; university preparatory schools; Friendship School 80, Friendship School T78 and Viet Bac Highlands High School are entitled to preferential allowances by profession at a rate of 100%.
Preschool teachers and general education teachers not belonging to the above-mentioned subjects are entitled to professional preferential allowances at a rate of 70%.
Civil servants and employees belonging to the group of job positions of common professional titles; group of supporting and serving job positions; and group of job positions of specialized professional titles (excluding teachers and lecturers) in public educational institutions are entitled to preferential allowances by profession at a rate of 30%.
