On the morning of July 17, at the question-and-answer session of the 4th session, Quang Tri Provincial People's Council, delegate Tran Son Tung - Delegation No. 17 questioned the Director of the Department of Education and Training about the slow payment of support regimes for teachers and staff working in inter-schools or many school sites at public preschool and general education institutions according to Resolution 31/2023/NQ-HĐND, causing the rights of workers to be affected.
The delegate requested the Director of the Department of Education and Training to clarify the causes, responsibilities of relevant agencies and localities, the number of beneficiaries, the situation of allocation and payment of funds, difficulties and obstacles in the implementation process. At the same time, please specify the deadline for completing payment and solutions to avoid further incurring regime debts.
Answering questions, Director of Quang Tri Department of Education and Training Le Thi Huong said that Resolution 31/2023/NQ-HDND is still valid after arranging administrative units and continues to be applied according to transitional provisions of law. Payment must be based on the dossiers of assignment and mobilization of teachers and staff working inter-schools or multiple school sites to determine specific support levels.

According to the Director of the Department of Education and Training of the province, localities in the South of Quang Tri province have basically implemented the payment of gasoline support for teachers and staff working in inter-schools. However, in some communes of Huong Hoa district (old), the payment of regimes is still outstanding.
The reason identified is that the process of arranging and merging administrative units disrupted the allocation of budget estimates; the dispersed school network made it difficult to create and control records; some educational institutions have not completed the dossiers for assignment and transfer as a basis for payment.

Regarding responsibility, Ms. Le Thi Huong said that she has issued guiding documents urging localities to implement; the Department of Finance is responsible for coordinating to advise on allocating funds. Meanwhile, some commune-level People's Committees after merger have not proactively assigned targets, have not drastically directed schools to prepare estimates and review payment dossiers in a timely manner.
To overcome this, the People's Committees of communes and wards are required to direct educational institutions to complete dossiers and urgently summarize the remaining funding needs to submit to competent authorities for supplementation of expenditure sources. The Department of Education and Training will coordinate with the Department of Finance to strengthen inspection of implementation in localities.
The Director of the Department of Education and Training affirmed that the Chairmen of the People's Committees of communes and wards will take the lead in coordinating with the Department of Finance to definitively resolve all outstanding funds, complete the payment of benefits to teachers and staff in 2026, and not let it continue to be prolonged and cause public outrage.
