Supporting PhDs 300 million VND, professors 400 million VND
On April 9, Dong Nai Provincial People's Committee just submitted a draft Resolution Regulating policies to attract and support high-quality human resources to work at Dong Nai University in the period 2026 - 2030 and is expected to be submitted at the 2nd Session (thematic), the 11th Provincial People's Council, term 2026 - 2031 for consideration and approval on April 10.
Accordingly, the total target for attracting and supporting 37 majors is 229 lecturers. Of which, doctors are 155 people, associate professors are 37 people, and professors are 37 people to participate in teaching at the university and master's levels.

Doctors are entitled to attraction and one-time support policies of 300 million VND/person; associate professors are entitled to attraction and one-time support policies of 350 million VND/person and professors are entitled to attraction and one-time support policies of 400 million VND/person.
Attracting and supporting subjects commit to working for 6 consecutive years or more.
The funding for implementation is expected from the state budget for a period of 5 years with a maximum amount of over 74 billion VND.
School lacks students, many PhDs resign
According to the People's Committee of Dong Nai province, the issuance of policies to attract high-quality human resources to work at Dong Nai University is very necessary to compete with universities in the region to attract PhDs to work, ensure the proportion of PhDs to maintain the major code and open new majors according to the regulations of the Ministry of Education and Training. In order to achieve the goal of building Dong Nai University by 2030 to become a science and technology training institution with strengths in the fields of pedagogy, education management, foreign language training and technical, logistics, e-commerce, economic and tourism specialties serving the development of Long Thanh International Airport, industrial parks associated with startup requirements, innovation...

Dong Nai University currently has a total of 205 full-time lecturers, of which 51 have doctoral degrees.
The school currently faces some difficulties such as: a small number of students; many PhDs of the school resign and transfer jobs; the income of the staff is lower than that of non-public schools and much lower than that of universities in neighboring provinces and cities.
Through research by Dong Nai University, the current salary level for doctors of universities in the province is about 20 - 40 million VND/month. However, the actual income is much higher because schools have many other activities to increase lecturers' income such as scientific research, overtime teaching, opening postgraduate majors and articulation, short-term classes. Meanwhile, Dong Nai University currently has few students, has not opened postgraduate majors and few articulation, short-term classes, so it has not created many jobs for lecturers, so the extra income of lecturers is low, even in many faculties, lecturers still lack teaching hours...
The goal by 2030 is for Dong Nai University to open at least 20 new majors at the university level in majors such as: law, e-commerce, logistics and supply chain management, finance and banking, financial technology, food technology, tourism, data science, information technology, computer science, control engineering and automation... Opening at least 10 master's degree training majors and 3 doctoral degree training majors to bring Dong Nai University to comprehensive and modern development; becoming a key strategic training center of the Southeast region and the whole country.
