The Ministry of Education and Training is drafting a Draft Decree regulating salary policies, allowances, support and attraction policies for teachers. The Decree is expected to take effect from 2026.
According to Clause 2, Article 10 of the Draft Decree regulating support policies for teachers, teachers working in special classes will receive significant allowances. Specifically, teachers teaching Vietnamese to ethnic minority children before entering grade One and teachers teaching a combined class of level 2 will receive an allowance equal to 50% of the current salary for a teaching period. In particular, teachers who undertake a 3-level combined class will receive an allowance of up to 75% of the current salary for a teaching period.
The way to calculate the salary for a teaching period is clearly regulated:
Salary for 01 teaching period = (Tous salary for 12 months in the year of ÷ Teaching period/year) × (Seven for ÷ teaching 52 weeks).
Thus, if the draft is approved, starting from 2026, teachers teaching 3-level combined classes will be supported by the State with 75% of their current salary for each teaching session. This is considered an important policy, aiming to share difficulties and encourage teachers who are directly teaching in combined classes - which requires a lot of effort, patience and specific pedagogical skills.
The above points are draft, not yet officially issued regulations.
