Improving the quality of teachers to match the characteristics of salaries

Commenting on the draft Law on Teachers, some opinions said that, along with implementing specific policies on salaries, there should be regulations to improve the quality of teachers.

As expected, the draft Law on Teachers will be submitted to the National Assembly for approval at the 9th Session (May 2025).

Accordingly, the draft Law on Teachers has a structure of 9 chapters and 45 articles, regulating professional activities, rights and obligations of teachers; recruitment and use of teachers; salary and treatment policies for teachers.

The remarkable content is that the teacher's salary policy is given priority. In particular, the basic salary according to the payroll payroll is the highest in the system of administrative and non -business salary stairs; Teachers are entitled to vocational preferential allowances and other allowances depending on the nature of the work and the region according to the provisions of law.

During the completion process, the draft Law received many interested opinions from National Assembly deputies, teachers, and experts.

Some opinions say that, although in recent years, the teaching staff has received attention in many aspects such as salary regime, seniority allowance, work allowance in extremely difficult and border areas. However, currently, a part of teachers in the area, especially teachers in remote areas, are facing many difficulties in the issue of teacher housing.

National Assembly delegate Be Minh Duc (Cao Bang delegation) expressed his agreement with the provisions at Point a, Clause 2, Article 26 of the draft Law on policies to ensure collective housing or rent public housing for teachers.

This delegate said that it is necessary to prioritize the construction of public housing, contributing to taking care of the material and spiritual life of teachers working in disadvantaged areas.

Regarding salary and allowance policies for teachers, National Assembly delegate Duong Khac Mai (Dak Nong delegation) said that according to the draft Law, teachers' salaries are ranked highest in the administrative and career salary scale system and many other allowance policies.

I highly approve this regulation to remove difficulties for teachers and the specific nature of their profession. However, for the policy to be effectively implemented, I suggest that the highest salary in the salary scale system must go hand in hand with the quality of teachers" - delegate Duong Khac Mai emphasized.

This delegate explained the importance and decisive role of the teaching staff in improving the quality of education. This is a decisive factor for the development of high-quality human resources, human development to meet the requirements of industrialization, modernization and international integration.

"Along with implementing specific salary policies, there must be regulations in the law enforcement process to improve the quality of the teaching staff. Gradually build a team that is truly good at their profession, comprehensively meeting the regulations on teacher ethics, dedication, and responsibility for the profession" - delegate Duong Khac Mai added.

At the same time, delegate Mai proposed that the draft Law assign the Government a roadmap to review, arrange, select, and attract to improve the quality of teachers.
