On the morning of October 1, the Board of Directors of Nghi Loc 3 High School said that the staff, teachers, and staff were present on the afternoon of September 30 to clean up fallen trees, repair facilities, reinforce corrugated iron roofs, clean classrooms, etc., ready to welcome students back to school as soon as possible.

In Cua Lo town, storm No. 10 caused heavy damage with 23/26 schools affected. Many schools such as Nghi Thu Primary School, Le Thi Bach Cat Secondary School, Nghi Thuy Primary School, Thu Thuy Primary School had their roofs blown off, were deeply flooded, had their ceilings collapsed and were severely damaged. Hundreds of military and police officers and soldiers have coordinated with teachers to urgently overcome the situation.

On September 30, Director of Nghe An Department of Education and Training Thai Van Thanh directly inspected and acknowledged the efforts of the schools, and at the same time requested to promptly compile detailed statistics on the damage so that the province could arrange emergency capital to avoid interrupting learning. The estimated damage to the entire education sector after the storm is more than 300 billion VND.

After storm No. 10, Nghe An's health sector also suffered heavy damage. According to initial statistics, 37 medical facilities had their roofs blown off and damaged; many places had to move equipment and medicine to the second floor to avoid flooding. However, medical examination and treatment work has been basically maintained stably.

Some units were severely affected in terms of facilities, including: Anh Son Medical Center with a damage of about 4 billion VND; Thanh Chuong General Hospital had the roof of 4 2-storey buildings blown off, estimated at 2 billion VND; Nghi Loc Medical Center had a corrugated iron roof blown off, partly collapsed walls, causing damage of about 1.7 billion VND. In addition, the Trauma and Orthopedic Hospital, Dien Chau General Hospital, and the Social Protection Center suffered about 1.5 billion VND in damage; the Provincial General Hospital suffered more than 1.4 billion VND in damage.

Vinh City General Hospital was also devastated after the storm, many departments were damaged. In particular, the Eye Hospital and the Rehabilitation Hospital, Facility 2 in Cua Lo ward, had some medical equipment damaged due to rising sea levels.

Director of Nghe An Department of Health Le Thi Hoai Chung said that despite the huge damage to facilities, ensuring the safety of staff, employees and inpatients is always a top priority.

The Department continues to grasp and update data to direct and support the recovery work, ensuring that medical examination and treatment activities for people are not interrupted.

According to initial statistics, storm No. 10 caused heavy damage to Nghe An province with 3 deaths (1 drowning person, 2 suffocation due to using generators in a closed space), 11 injuries, nearly 45,000 houses having their roofs blown off, tens of thousands of houses being flooded, economic damage of more than 1,400 billion VND.

Consecutive storms No. 8, 9, 10 and floods caused by the storm have killed 19 people and many people are missing. Many houses and production and business establishments had their roofs blown off and suffered heavy damage. People across the northern and central mountainous provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
