In particular, the Ministry of Construction requires strengthening response to floods, especially large ones on the Thao River, in the areas of Lao Cai and Phu Tho provinces. The authorities must arrange guards, control, and support people and vehicles at underground, spillway points, deeply flooded areas, fast-flowing water, and areas at risk of landslides; resolutely not allowing people and vehicles to pass when safety is not guaranteed, and promptly fix traffic incidents to keep the main routes smooth.
